I might suggest it should read, as they have also mentioned Himachal Pradesh and Larson & Toubro:-

" We have deployed over 1 million smart meters across nine states in India too."

That brings it down to 14.

Also from the Anil Daulani report:-

" We started with small projects, because India was working on the National Smart Grid Mission. We completed the first project in Indore, where they had approximately 44 feeders, all of which were high-loss feeders with a winning efficiency of 77 percent. The project was a triumph for the Indore DISCOM. They achieved a return on investment in only two and a half years. It has been about three years since the deployment began and the weather has been challenging, ranging from heavy rains to extremely high temperatures during the summer months."

So a Return on Investment on the Indore smart meter project, for the Utility of 2.5 years. A good business investment for them, I feel.
