It is not up to me to say whether or not you have " ..... got it totally wrong .... " as you put it. I am just putting forward my view on what has been written by Hardman. If you have an alternative view, that is your choice.
Hardman have stated that this new Contracting Framework, will " .... result in a shift in profile of Indian revenue recognition for CyanConnode, which is reflected in our estimates for FY23 and beyond."
I posted some other observations at 09:34 and 09:51 this morning, on the Hardman - 3rd October 2022 report, on CyanConnode.
This change in revenue recognition means, as I understand it, that revenues will be spread over the duration of the contract and will not be " front loaded." Or as the Hardman report put it, " At the same time, the emphasis has shifted away from the relative unpredictability of payments triggered by implementation milestones being achieved by partners, to regular periodic payments made on a contractual basis."
But the two contracts that you have mentioned, Assam - May and June 2022 and Genus Power - August 2022, came before the confirmation of the implementation of the New Contracting Framework in India, during October 2022. So maybe these contracts will not be affected by the new payment system.
