Consultation to begin on Sea Lion offshore oil development
Following an extraordinary sitting of Executive Council on Monday 17 June, the Falkland Islands Government has agreed that there will be a public consultation from Monday 24 June to Monday 5 August 2024, on the Environmental Impact Statement for the Sea Lion Field Northern Development Area, Phase 1 and 2, which has been submitted by Navitas Petroleum Development and Production Limited.
The development, located 220km to the north of the Falkland Islands, involves drilling 23 wells and the production of more than 300 million barrels of oil over 30 years through the use of a Floating Production Storage and Offloading vessel (FPSO).
The Offshore Minerals Ordinance requires that applications for offshore oil developments must be subject to a detailed process of Environmental Impact Assessment. This assessment has been underway for some time and is now documented in the Environmental Impact Statement. Information on how to access the documents and make representations will be provided by the Department of Mineral Resources at the start of the consultation period on Monday 24 June 2024. Navitas is also planning to undertake public engagement sessions across the Islands during this time.
Deputy Portfolio Holder for Natural Resources, MLA John Birmingham said: “Offshore hydrocarbons have the potential to be a significant part of our economy over the coming decades. At the same time, we recognise that the environmental impacts must be carefully managed and it is essential that the unique environment of the Falkland Islands is protected. We welcome the submission of the Environmental Impact Statement so that the public can express their views on the issues.”

I think it's going to break out and soon be in 20s. I wanted to wait for a dip but I think a sustained upward move is more likely given significant uncertainty has been removed. Also, Navitas appear to be in a very strong position operationally and financially.

I would be horrified if funding has not been organised already to a significant extent. The process is already nearly 2 years along and as we know Navitas have had a team in place for a long time. There are costs associated with this : feed planning, contractors negotiations, dealing with FIG, ESG , long lead items and the FPSO deal.
They are a very experienced team , so I doubt they would dive into these criteria without some substantial backing of funding in place
IMO, they would have sounded out prospective partner(s) with the equity and funding arrangement they would get in a farming deal. The farm in partner needs to be near as ready to agree with FID and farm in when required. Partner due diligence would eat up a lot of time if they were to put out feelers later in the year.
In the case of news flows, Navitas would likely be careful in how they release news, they would be looking to make maximum impact for their share price and this in turn makes any further funding and negotiations from a position of company financial strength.
OM- As many have pointed out , it is a significant event that all previous litigation debts will be fully cleared, with significant upside possible. IF the arbitration panel went against the original decision, then it would be a disaster for RKH finances.
OM final written requirements ended yesterday, I believe, so clock is ticking for a minimum 45M euro if adjusted by ICSID to 65M euro on a wholly positive outcome. So best case outcome 90M Euro in the bank plus cash on hand .
All this without FID is making me break my trading rule ,of the maximum % of investing pot in one equity, sure quite a few in here in this boat, soon as well.
The north sea is nearly uninvestable , thanks to feckless politicians , so we are lucky RKH are out of reach of them to some extent.
I'll stop here , I'm going on a bit , lol.

At time of writing this, Navitas is at an all time high and is up 570% since they came to be. That is pretty impressive by anyone’s standards, however the best is yet to come. From Q2 2025 they will be earning a lot of cash from Shenandoah, just look at their May 2023 presentation (2022). The bar charts showing the increase in production and profits are eye watering. Ok they might not be as high now with production starting in 2025 Q2 rather than the 2024 Q4, but even so, Navitas could fund Sea Lion themselves if they so wished!
To my mind, and this is just personal opinion I have no connections or whispers in my ear, I’d hazard a guess that we will get the election out of the way, and when the Summer holidays are over, Navitas will do an investor’s presentation from Sept onwards to show where they are at. They will have a clearing picture of when Shenandoah will come online and show investors how the “Next big thing” is oven ready and anyone who wants in should get in on the bond issue they are preparing. This could possibly coincide with us getting the annulment result (but of course wouldn’t be dependent on) and being in a great position to pay our way.
It’s very exciting times ahead.

Said before but that 4bln is the old "phase 1" ie, where there's an already defined development plan and an auditable vamuation. Doesn't include phase 2 or step-out stuff. Sea Lion as a field will be north of 2x that. And all of this is before even thinking about Isobel/Elaine or anything else.
Hi Matt, you wonder if making RKH a £640m+ company is possible. Sealion has been valued at over $4 billion, which would be $1.4 billion or £1.1 billion for RKH. So yeah, I definitely believe it's possible.
Mattcollins, just wait until they have a poke at Isobel after Sealion is on tap. Blast through £1 if a success IMO.

I paid 15p earlier today , was trying to put a few into my ISA on Friday, the remaining order got filled today.
I think all the ingredients are there for us to break through 15pence soon. Navitas are looking as committed as ever, FIG supportive, and now significant money coming in. I added 32,000 yesterday.
Agree that this feels significant - but also agree that we won't see 2p added to the SP in the immediate term

A "market" for any share implies liquidity. Rockhopper is illiquid. There is no real "market" yet for Rockhopper shares.
Yes the company is de-risked. Well done, Directors.
Price depends on institutional allocation. New allocations by institutions will eventually come at a point in time that you cannot predict. So, wait.

The saying, 'a bird in the hand, is worth two in the bush' springs to mind Baldmark.
This monetisation is as you say, a swap from a larger uncertain award, to a smaller more certain award. However I feel the significance of this agreement is being missed by the market.
Rockhopper owed the original legal funder legal fees, a success fee and a proportion of the award, and also the legal costs for the new specialist funder. Today many will feel Rock got Euro15million. That isn't true, they got Euro 45million !
And with that E45m they settled all their debts and monies owed to the original funder, and paid for all legal cost relating to the specialist funder. Leaving Euro15m to add to their balance sheet.
The original unanimous ICSID ruling seemed damning on Italy. It is highly likely by the end of the year Rock will receive another Euro 65million.
One major concern of mine was that Rock would be manoeuvred into a large dilutive equity raise, just before long term SH's could reap their rewards. Now though, Rock quite simple, by the end of the year, could be significantly over monetised to pay for their costs to first oil Capex.
Unless ICSID annul the award, or Navitas get less that $700m in debt finance, of the $1.2b estimated Capex, then there simple may never be another equity raise. Keep those Rockhopper 🐧 shares safe ! !

I think a lot of us (myself included) were getting bit anxious at the "slow" sign-off from FIG.
This removes uncertainty and the need for any bridging fundraising. SP has been a bit slow to react but I don't think we'll be stuck here for long.
20p is my immediate target for next few weeks. That would put us where we were before oil price collapse in 2020 but we're in a much, much better place now.
Interesting times.

Sam will also get a percentage of the recovery as bonus from the Ombrina Mare arbitration case. So, part of this is going to his pocket. But, deservedly so. Sam fully deserves all the bouquets and money that come his way from the resolution of this case.
I think some praise should be given to Sam and the RKH team, who not only came up with the OM monetisation plan but then worked hard to get FIG to agree to it.
Here we are well before the deadline with it signed off and very little prospect of RoI achieving their annulment.
So RKH and FIG not cooperating with each other eh?

Muted response from the market but not unsurprising. Only Funding, FID and successful outcome on OM will draw the buyers in.

Clarify - minus 10% tax of the monitisation money
A reminder of what this means
1 Euro 45millions to pay off all legal and success fees and leave Rock with E15m - about 10% tax
2. Euro 65m assuming ICSID throw out ROI's annulment. This is far more than is likely to be needed to pay for Rocks FID costs
3. 20% on recovery of amounts in excess of 200% of the Specialist Fund's total investment including costs. Perhaps another Euro 10m or so.
This is outstandingly great news for Rock. Lets blast threw 15p today please.

It’s the same old, same old from Argentina, they talk of a softening stance, but then when there are riots on the streets and social unrest they bang the old “Malvinas” drum because it’s a way to unite the people against a common enemy to take their minds off what their government is doing to them!
But you are right they have no claim, the Falkland Islanders have spoken and UKGov has to abide by that result, which also means not interfering with their plans for an oil industry, even if the UK is barreling towards net zero and the consequences be damned!
