I don't think a raise will come on its own. with loose "this is to get us to production..." woolly verbiage.
I think it will come with a detailed cost and projection of profits. If this is truly commercial then its time to put the case forward with pound notes. This will (potentially), allow the raise to be above the current SP say, 2p per share, and show that this is now an investment project and not a wild-cat exploration company, with the whole project comprehensively de-risked with a rate of likely return mapped out.
If the case above still does not have sufficient info to produce an actual investment case , then a raise will be heavily discounted with a time window for the institutions to flip the stock as has been the recent case.
I get the impression given the words used in interviews and RNS's that a lot of time has gone into a detailed investment case as I now wish to hear. The fact that the mining license is going to be applied for and a number of new wells have been identified going forward adds some flesh to my guess.
Certainly, I think, things have to change. Shareholders have been absolutely milked but institutions have been allowed to get discounted stock and then the time to flip it time and time again. (imo dyor etc)
