The problem with testing to travel (PCR) is capacity. In early December when the lockdown was lifted in earnest even a modest increase in passenger traffic caused the system to almost grind to a halt. The postal testing system is a farce, any delays through royal mail and you miss your flight (and thousands did). You can't use a courier to transport samples because they won't carry what is considered a biohazard. What is needed in the private sector is the capacity to test, quickly in volume, at airports or major metropolitan areas. This isn't a problem unique to the UK, it's global. The alternative is, everyone stays home until the risk of transmission across borders is extinguished - By which time many airlines will have went to the wall.
