Semi correct. If you knew the history then you would know that the BoD manufactured a situation to ensure that the postal grades would take industrial action, thereby being able to break a long-standing agreement on terms and conditions.
Now if you wanted to really upset your workforce you would possibly just sack them but that would potentially cause legal issues, so just tell them that there's no money in the business, despite giving many millions away over the previous twelve months, oh and tell them that you're also going to stop their previously agreed long-standing allowances so therefore a pay cut.
Funnily enough, the workforce were reasonably happy before the CEO decided it was time to upset 100,000+ employees but hey ho, it's the 100,000 and not the one causing the problems.
