The EESL project for a tender for 10 million prepaid meters, I understand was not for an RF solution, probably not for GPRS and not budgetted for " smart." It was targetted for rural communities, where it was essential, for them, to just get on the grid.. Access to a lightbulb, was deemed as progress. And it was.
But your post, Bull.Bear, from November 2017, suggested that leading international companies, had " ..... expressed their interest ........ " in the tender, but by March 2018, their interest seemed to have cooled.

Your point about meter installations, is made in this report from March 2018, when an industry executive mentions, " ....... Typically, it takes a year you install a maximum 500,000 to 1 million meters. Here, UP alone has an order of 10 million prepaid meters and 5 million smart meters. First servicing of a smart meter is due in three years from the day of packaging. How will they install so many meters, especially when there are so many replacements also to be done?"
I have noticed that recent EESL tenders have been of a lower number, giving a more controllable project, for the time-frame envisaged.
In the UK, it has taken 5/6 years, since the smart meter roll-out was started and we are now experiencing the second attempt at progressing, through SMETS2.
So every country/company can learn leasons and progress.
