As we have come to recognize, with Iran, Bangladesh and the Ukraine, winning orders is only part of the process. In India, over recent years, CyanConnode have won and successfully installed/are installing, various contracts. Albeit, at the moment, smaller contract ammounts, volume wise, than what is associated with EESL.
The " .... continued volume roll-out in India ..... " as you put it, is built on tenders of high volume. The installation figures from the PowerLine report, from February 2019, tell a different story.
The PowerLine report - " Progress under UDAY " highlights part of the current situation.
There are two dates given in the report for completion of installation of two different usage band of consumers. December 31st, 2017, was slated for meters for consumers of more than 500 units per month. And for those using 200-500 units per month, December 31st, 2019, was/is targeted.
The graphic under " Smart meter mega tenders," gives a pictorial view, of the installation figures, as of February 5th, 2019.

So we look forward to the proposed, three year programme, to convert all meters into smart pre-paid meters, which was due to start during April 2019.
Personally, I think it will take longer than 3 years, to complete the programme. But you have to start somewhere.
