That is the way I have understood the SLA/Empanelment position. Initially, you have to have achieved 95% SLA's, then you progress to the next stage of the Empanelment process.

So, we wait for any news from CyanConnode on any progress.

As I have understood it, CyanConnode and other companies who have been involved in projects for the Indian Smart Meter programme, who have attained certain service levels, then progress. CyanConnode, we are told, are performing at an SLA's level, of 99.5%.

The companies that achieve the appropriate level of SLA's are able to progress, as I understand it, to the Empanelment process. The level set within a number of current tenders is 95%.

So the outcome we are/I am waiting for, is the list of companies that get through the Empanelment process that can be considered for the current round of tenders.

The UPPCL tender information mentions Smart Prepaid Metering, AMI and also DBFOOT ( Design, Build, Finance, Own, Operate, Transfer ) which is mentioned often in reports, recently. But these are not mentioned within the MSEDCL report, I posted. Neither does it mention prepaid.

But there is some more information on the following webpage, about an ongoing project, that may give further information on location and prepaid meters.

The report is basically the original of that in the ISGF Bulletin, but if you click on the web address at the bottom of the report, you can gain access to another report that mentions an additional " ...... tender process to purchase 10 lakh smart meters ...... "

The second report also mentions that " ...... work orders have been issued for the installation of prepaid meters for agricultural pumps which are connected under the high pressure distribution system to audit the energy of agricultural lines. The process of installing 1.5 lakh prepaid meters for these farmers will be completed by December, informed the press release."

So whether the whole project is within a rural/farming area, is not identified. But they are making progress with installations, even in rural areas. How much will be " smart ", is yet to be made clear.

But " Traditional or Conventional " meters may be favourite, in these rural/farming settings. Purely down to cost ( infrastructure ) and accessibility. There may be different projects going on in the same state. Smart and non-smart.

MSEDCL India to Procure 1.5 million Power Meters:-

" Maharashtra State Electricity Distribution Company Ltd ( MSEDCL ) has directed suppliers to provide a whopping 1.5 million power meters by September this year. A press release stated that the decision would help the MSEDCL to tide over shortage of electricity meters. One lakh new power meters will be available by April 30 and two lakh in May. Therefore, 3.27 lakh meters will be available every month from June to September. It may be mentioned that around 9 lakh new connections are commissioned by MSEDCL every year. At the same time, the MSEDCL also needs two lakh meters per month for meter replacement, due to faulty meters and other reasons. At present 1.31 lakh meters are available in the field offices of MSEDCL, till April 2022."

I note that " Smart Meters " as such, are not specifically mentioned in this report and neither is AMI. So these may be what some meter manufacturers refer to as " traditional electricity meters ", as not all electricity meters will be fully smart.

Just " smarter " than what they already have.

" Hi BI, MB et all. As we know, the company has up to six months to release its figures for the Y/E 31/03/2022. My guess is that a TU for the P/E has not been released yet because the company's figures are more complicated to nail down this year, than they might have been in previous years. Establishing the correct balance sheet figures as at 31/03/2022 is quite a task - closing stock, prepayments, deferred income, etc.. They won't want to dash out figures to pacify the market, only to have to correct them later. Thats my guess anyway. GLA. ITT."

From the report dated May 16th, 2022 and covered in many news outlets in India:-

" In a bid to cut down aggregate technical losses, the Uttar Pradesh Power Corporation Limited ( UPPCL ) has decided to soon launch a state-wide drive for installing smart prepaid meters in residence of consumers and on distribution transformers.

" Principle Secretary, Energy and Chairman of UPPCL, M Devraj said that the Government of India has earmarked funds for metering and other associated works to be carried out under the Revamped Distribution Sector Scheme ( RDDS ). Detailing on the move he said, UPPCL is going to install as many as 73,27,988 smart prepaid meters in Varanasi discom, 75,28,737 in Lucknow discom, 53,54,069 in Agra discom, 61,43,361 in Meerut discom and 62,500 meters in Kesco."

What percentage of these, if any, will translate into an RF solution where CyanConnode may be considered, is yet to be disclosed.

But with the recent first order from IntelliSmart, for Assam, on 10th May, 2022, in the North-East of India, yet to be coloured-in, we will have to see how the map showing CyanConnode's penetration in India, continues to expand, hopefully during 2022.

There are also a couple of paragraphs, one that covers the Validity of the Empanelment certification and the other De-Empanelment.

Validity of the Empanelment certification:-

The Empanelment certificate would be valid for an initial period of 24 months from the date of issuance of the certificate, subject to the satisfactory performance of the Applicant. Post the expiry of the certificate, the Empaneling Committee/Empaneling Entity's reserves the right to extend/renew the certification for a period of another 24 months or invite the Applicant for a re-demonstration.

De empanelment:-

In case the performance of the Applicant is found to be unsatisfactory during any AMI contract execution as per the conditions below, the Applicant would be de-empanelled:-

a) In case the Utility terminates the contract with the Applicant due to its Event of Default.
b) In case a " SLA Default Notice " as defined in the AMISP SBD, is issued to the Applicant.

Empanelling is a pre-requisite to participate in any AMISP tenders issued under the RDSS.

Obtaining the empanelment certificate of success demonstration is a Pre-Qualification ( PQ ) requirement but not a sufficient condition to be qualified for AMI tenders under RDSS. The certified Applicant shall also have to separately meet the terms and conditions of respective AMI tenders.

So a very comprehensive vetting system, to be completed before and during this particular AMI programme.

........ report covers the empalment process in some detail. Which was first highlighted in the Hardman report, dated 1st February, 2022, when they mentioned the " ....... pre-qualification committees."

The Request for Empanelment ( RFE ) document start date, was 12th March, 2022, with the Empanelling Committee consisting of members from:-

1) Rural Electrification Corporation Ltd ( REC )
2) Power Finance Corporation ( PFC )
3) Central Electricity Authority ( CEA )
4) National Smart Grid Mission ( NSGM )
5) Central Power Research Institute ( CPRI )

There seems to be 5 elements to the Empanelment application, highlighted in the report, that in the words of the report " ....... the details ( name of the OEM/solution provider, pdoduct name etc, ) of the following components/solution providers which are part of the AMI prepaid solution need to be captured."

These are:-

1) Smart Meter ( Two different manufacturers )
2) Head End System ( HES )
3) Meter Date Management System ( MDMS )
4) System Integrator
5) RF Communication Provider ( if applicable )

While you are on, there was something I was going to post yesterday, but had not got round to doing it, but this would seem like an opportune time.

A summary from the Indian Smart Metering Market Landscape and Opportunities report, with some added text of my own:-

The empanelment process is going to be an ongoing/continuous process. At the moment the first phase of empanelment under RFE, is ongoing.

But the empanelment process is to operate on a rolling basis, as a continuous process.

I see this as a continuing opportunity for new/developing companies to gain access to the India smart meter programme, or even companies that have not managed to get over the first hurdle, to fine tune their offer for a further opportunity.

It should also keep those companies who get through first time, from becoming complacent.

Just to add a bit of balance, of course.
