I am not aware that " ...... the GoI set a standard that all meters have to be RF capable, in all applications." This is the first time I have heard of this, so I haven't corrected you before.
To me, that would be an expensive requirement, especially if an RF retro-fit solution is available, from whoever can provide it. The other requirement I feel is the budget. RF is more expensive intially to install, we understand. But over the first few years after installation of the RF solution, the outlay/investment is re-couped over a quicker time period.
So I view it like this, if there are regions ( or circles as they are sometimes called ) or different utilities, within any State in India, that have a more acceptable budget that will accomodate a portion of RF requirement for smart meters, then they are the tenders that I would suggest CyanConnode would be targeting.
But if there are utilities within states that do not have a budget, in the initial stages, to fund an RF requirement for smart meters, then it would not be a good use of CyanConnode and Partners time, to quote for such tenders. In my opinion.
But with the introduction of IntelliSmart, the NIIF and probably the Empanelment Process, I feel that these issues are probably sorted out prior to tendering, so that everyone knows what the different parameters are, for the individual tenders each consortium is tendering for.
And the CAPEX/OPEX way forward, will also have an impact, in one form or another.
