Which are designed for the wealthy (to encourage Tory Donors ) who use tax avoidance companies that are well beyond the means of the rest of us.

This would avoid any new taxes or tax increases.

IOM windfall tax will be imposed on banks - the catalyst for these will be "share buybacks". I also think this will not be an issue until the stake in Nat West has been sold, and that looks to be delayed now until after the election.
