That's right I believe. The District land access sign off is needed to commence immediately this year, however the Special Purpose agreement currently being stalled by the governor would only be necessary so as avoid PM having to apply with the District authorities in future years starting from 2025.
I don't think that Hamm has this clear in his head. The SP tripartite agreement being signed by the third and final party will only be necessary for 2025.

Mr Buck say company who start legal action in 2018 are still in legal process BUT to be fair think this will be more clear & shorter for Petro Matad - they have Cabinet Approval and overlap issue clear in PSC signing date v Provincial council overlap status.
Mr Hamm - I apologise if you feel i respond to you in unfair way. I understand current situation in my way & very confident of local permission timeline BEFORE election & Central Govt order AFTER election.
Both will give us plenty of time for 2024 Drilling Season with preparation with contractors all proceeding.
Will be a good year for Petro Matad & holders. 🦉

You are right in saying MB is studying legal options but if we we were to progress in that direction it will be be adding fuel to the fire already started by the governor and this could get totally messy and no doubt definitely more delays .
This will sort itself out time and space given if left to Central MG and they will have get a land use agreement even if the governor has reservations.

MB said himself for the first time that matd is studying/reviewing legal action options.
What I am saying is that a deadline given to Mongolian government and regional governor may be better option. That makes look petromatad means business and they take MB more seriously.

Hamm they are already talking to MG all the time. There is a difference in the way MG wants to handle this with PM and how the Guvnor wants it done. That's the dilemma. A legal action now could invoke more delays and create a hostile situation.

Personally, I don’t believe that. I think it is personal for the governor and he’s clearly doing everything he can to stop MATD.

A clear strategy, in this case a deadline to MG/LG would be a clear message that this time petromatad means business.

Issue with Petro China like Mr Aesychlus say and think all can understand no one like this sort of rule breaking BUT he say main thing is 95% of Mongol oil production come from Dornod - governor try to send message to Central Govt they want bugger share.
Mr Buck say he is like this with ALL mineral / oil company in province at moment.
Petro Matad have clear EIA position for Ecology protection & work close with local & Provincial level (with Petrovis support).
If they start Legal Action like you suggest Mr Hamm (I thank Bhudda you do not run company) all activity stop IMMEDIATELY until legal action decision.

Landuse agreement still progressing, typo bloody phone
Hamm land agreement is pretty pressing the only thing the guvnor is stopping is the special purpose permit which again can sorted by central government, you know clearly what's going on and asking the same questions over and over again with the likes of manro tagging in silly posts,
Once landuse is done the guvnor will lose and we start production and we will have enough time to get central government to make him or who ever. Gets in to sign or override them totally as there is no legal reasons to hold it up any further and braeaches all agreements and doesn't help the international investment case for others to come in so it will happen one way or the other
Why is the Dornod Governor not signing? Well there's a list and it could be one, some or all of them.
1. He hates non Mongolians profitting from Mongolian minerals.
2. He sees Petro China, decimating the land and not paying taxes and assumes Petro Matad will be just as bad
3. His electorate tell him not to support non Mongolians
4. He has a chip on his shoulder for being challenged by PM
5. He wants a brown paper bag.
Take your pick. However having taken a bit of time to read some of that academic paper I posted 3rd May at 12.10 (just a bit its way too long) I realised just how devastating mining has been for Mongolians. Not just the way that Petro China etc have destroyed very delicate grasslands, in a country which is massively affected by global warming, but also the way that land has been taken from people and they have lost their 'homelands'. Anyone with even a vague knowledge of British social history will know of the effect of the land enclosures acts in this country, where common land was taken from the ordinary people who had to move into city slums and work in factories to earn a living and the emotions that still run high about that - there are slum villages around Ulaanbataar filled with displaced herder so its not a lot different! The politicians are very aware of this, particularly during an election period and need to be sensitive (or not get votes!)
Maybe if we could put ourselves in their shoes we might understand the issues a bit better? Ask ourselves, would we move just so a bunch of 1st world investors can have even more wealth and privilege; all at our expense and damage to our land? The answer is obviously no so we have to make it work in their interest and prove that it will be so.
If we can do that we might actually get somewhere.

Yes, Hamm I agree with you completely.
If it were not for the humble patience combined with the false promises of the MB, but for its decisive opposition to the arbitrariness of the local authorities at a time when, with the help of the police, they stopped drilling, then the PM could have long ago become an oil producer and earned colossal money. So stop talking about patience. Strong people and true leaders - CEOs achieve their goals not through patience, but through decisive actions!!!
I agree none of us may change the decision made by MB or MG. But I feel I am entitled to Express my views if I may?
Please tell me what do you think is the reasons that the governor has refused to sign the LA?
What frame time would you think it would be to get the LA? What would be the time you may feel/believe that we might miss H permit this year?
