Thx Hamm for the article" , however i don't see anything in the article regarding how the Governor will be either "replaced by some one else" by the Prime Minister"? , "Outed by a majority of "Votes" by the legislature"? , this is what i am trying to tie down"? .... I thank allot of us would like to know as well"..... "How and what is going to be expected"? .
appreciate anyone who can clarify this issue"? thx
Mr Greenbacks - will try to give Info & source link on this.
"Mongolia is divided into 21 Aimags....Elections are held every 4 years in all 21 provinces and the capital.
After each election, the newly elected Municipal councils RECOMMEND a governor.
However, the Prime Minister has the power to CHOOSE Provincial governors. Unlike federal republics like Germany and the US, local governments in Mongolia hold LIMITED authority and are generally tasked with implementing the Central Government policies"
Source: en.wikipedia.org/wiki/Politics_of_Mongolia
Also last General Election ruling party MPP (Mongolian Peoples Party which is different from Mongolian Peoples Revolutionary Party) took 44.9% of votes against next position DP who take 24.4%.
This is what Mr Buck means by "large majority" even though Petro Matad "apolitical" and expect no change in Govt or support if there is change.
*Dornod - MPP have 26 seat v DP 8 seats (Central Govt ruling party have more then X3 support in Dornod).
Maybe this help everyone understand situation and link in with post yesterday 09:39 why I think local Mata Sum will sign Agreement BEFORE Election for Plan A - After Election Central Govt will just order local governor imo.
🦉
1. Is the present governor from the same party as Prime minister?
If yes, then PM coukd have easily asked him to sign the land access! Why hasn't he done that?
If the governor is from different party as PM then why should he sign the land use before the election?
2. What is the governor reason for not signing the land access in any case?
To be honest, I don't see any willingness/urgency amongst MG!
Ask yourself: would MG overrule the governor decision regarding land access not granted if the refinery were ready? Or would they wait for the governor future decision?
MATD/MB should give the MG a deadline and if not met then further action to be taken.
Or we have to wait at the mercy of MG. Guys, don't forget we have in the same situation for the last 5 years and each time for different reasons. There is different excuses each time. This will continue unless brave decision is taken by MB.
Stick and carrot may work.
Hamm. The delays have been explained in full. We all know (or should know) that Mongolia is a relatively fledgling democracy with both dysfunctional legal and bureaucratic systems, plus a history of corruption.
Much of this is now being addressed, with forward joined up policies and legislation to facilitate international business growth opportunities, but right now Mongolia is in the midst of an election, which naturally politicians will be focussed on. So right now is not the time for PM to upset anyone, (central government, local government, locals, activists etc) by flexing muscle and gobb!ng off.
Our long story will soon start a new chapter headed "Production" . The soum is in agreement. Central government is in agreement. MRPAM, the land agency and the ministry of finance are all in support and all are actively looking at a workaround the district governor.
We just have to be patient a little while longer.
With all respect we have been too patient.
5 years waiting and each year for different excuses.
All we have heard support from every where, however we still need one more signature.
Now election is the reason! Not a good excuse. One more year we will be bust.
Being quiet is the worst strategy. I can't understand that a government sell license that is useless!
That is simply cheating. MB should start making noise. It has all been talk talk.
In fact election is the best timing to make noise.
I wonder when you guys say enough is enough.
What would you say if it is next year and still waiting for the last signature/permit?
Should we say again we should still be patient?
It is really time for action. What MB said is just pushing MG!
They have already done that. It hasn't worked. It will more likely wouldn't work in the future either.
Hamm come on please, if you think enough is enough then sell up man u won't change a government with pushing Mike buck lol, but I seem to change your views depending when you buy or sell here,
Anyways landuse Wil sort things out temporarily for us and special permit will be sorted later on with central government will have it sorted as they have over all power, they will allow objections from lower staff as long as it has reasons and once that runs out they deal straight up
I agree none of us may change the decision made by MB or MG. But I feel I am entitled to Express my views if I may?
Please tell me what do you think is the reasons that the governor has refused to sign the LA?
What frame time would you think it would be to get the LA? What would be the time you may feel/believe that we might miss H permit this year?
TIA
Yes, Hamm I agree with you completely.
If it were not for the humble patience combined with the false promises of the MB, but for its decisive opposition to the arbitrariness of the local authorities at a time when, with the help of the police, they stopped drilling, then the PM could have long ago become an oil producer and earned colossal money. So stop talking about patience. Strong people and true leaders - CEOs achieve their goals not through patience, but through decisive actions!!!
Q. Why governor does not sign?
A.Listen to AGM presentation
Q. Why do they not take legal action now (just when it looks like we about to get all permission anyway)?
A. Listen to AGM presentation
Q. Why spam board with complaints / questions when answers clearly explain in AGM presentation?
A. Flip-flop
Maybe listen to AGM presentation best way - but think more 'Hamm-Spamm' coming! Lol

🦉
Why is the Dornod Governor not signing? Well there's a list and it could be one, some or all of them.
1. He hates non Mongolians profitting from Mongolian minerals.
2. He sees Petro China, decimating the land and not paying taxes and assumes Petro Matad will be just as bad
3. His electorate tell him not to support non Mongolians
4. He has a chip on his shoulder for being challenged by PM
5. He wants a brown paper bag.
Take your pick. However having taken a bit of time to read some of that academic paper I posted 3rd May at 12.10 (just a bit its way too long) I realised just how devastating mining has been for Mongolians. Not just the way that Petro China etc have destroyed very delicate grasslands, in a country which is massively affected by global warming, but also the way that land has been taken from people and they have lost their 'homelands'. Anyone with even a vague knowledge of British social history will know of the effect of the land enclosures acts in this country, where common land was taken from the ordinary people who had to move into city slums and work in factories to earn a living and the emotions that still run high about that - there are slum villages around Ulaanbataar filled with displaced herder so its not a lot different! The politicians are very aware of this, particularly during an election period and need to be sensitive (or not get votes!)
Maybe if we could put ourselves in their shoes we might understand the issues a bit better? Ask ourselves, would we move just so a bunch of 1st world investors can have even more wealth and privilege; all at our expense and damage to our land? The answer is obviously no so we have to make it work in their interest and prove that it will be so.
If we can do that we might actually get somewhere.
Hamm land agreement is pretty pressing the only thing the guvnor is stopping is the special purpose permit which again can sorted by central government, you know clearly what's going on and asking the same questions over and over again with the likes of manro tagging in silly posts,
Once landuse is done the guvnor will lose and we start production and we will have enough time to get central government to make him or who ever. Gets in to sign or override them totally as there is no legal reasons to hold it up any further and braeaches all agreements and doesn't help the international investment case for others to come in so it will happen one way or the other
Landuse agreement still progressing, typo bloody phone
Mr Buck mention that they communicate with Governor many time - nothing personal with Petro Matad.
Issue with Petro China like Mr Aesychlus say and think all can understand no one like this sort of rule breaking BUT he say main thing is 95% of Mongol oil production come from Dornod - governor try to send message to Central Govt they want bugger share.
Mr Buck say he is like this with ALL mineral / oil company in province at moment.
Petro Matad have clear EIA position for Ecology protection & work close with local & Provincial level (with Petrovis support).
If they start Legal Action like you suggest Mr Hamm (I thank Bhudda you do not run company) all activity stop IMMEDIATELY until legal action decision.
You can see this is madness sir when we are so close & expect to be opetstinalbthis season - if you know this you do not need to ask same again YES?
🦉
Guys, I appreciate your replies. Wos, please no need to call names.
It is not just me that think there isn't a clear reason that the governor is avoiding to sign.
Wos, I never said MATD/MB should start legal actions right away. What I said was completely different. You know exactly what I said. In fact since you aren't giving straight answer make me more anxious! I still appreciate your posts regardless.
A clear strategy, in this case a deadline to MG/LG would be a clear message that this time petromatad means business.
“Mr Buck mention that they communicate with Governor many time - nothing personal with Petro Matad.”
Personally, I don’t believe that. I think it is personal for the governor and he’s clearly doing everything he can to stop MATD.
Hamm they are already talking to MG all the time. There is a difference in the way MG wants to handle this with PM and how the Guvnor wants it done. That's the dilemma. A legal action now could invoke more delays and create a hostile situation.
Doc, Wehther it is personal or not he wouldn't say it would, would he?
Doc, let's say it is personal then if MB goes, should it be ok?
Doc, what is your take if MB gives the governor a deadline and if not met take further action?
TIA
Guys please.
I haven't said MB should take legal action right now.
MB said himself for the first time that matd is studying/reviewing legal action options.
What I am saying is that a deadline given to Mongolian government and regional governor may be better option. That makes look petromatad means business and they take MB more seriously.
Mike Buck has said legal action is in his tool box, so he'll use IF the diplomacy route dries up.
Guys, once we get landuse agreement done I'm sure it doesn't matter if special purpose takes another 6 months does it,
Soon or later it will have to be done, central government wil be asking the guvnor why he isn't signing the paper with out reason,
Reckon once we get land use and elections are done we will get special purpose few months later
You are right in saying MB is studying legal options but if we we were to progress in that direction it will be be adding fuel to the fire already started by the governor and this could get totally messy and no doubt definitely more delays .
This will sort itself out time and space given if left to Central MG and they will have get a land use agreement even if the governor has reservations.
I'd like to hear from some of the knowledgeable posters here whether any form of legal action would make the situation much worse.
Thanks in advance.
Mr Buck say company who start legal action in 2018 are still in legal process BUT to be fair think this will be more clear & shorter for Petro Matad - they have Cabinet Approval and overlap issue clear in PSC signing date v Provincial council overlap status.
Mr Hamm - I apologise if you feel i respond to you in unfair way. I understand current situation in my way & very confident of local permission timeline BEFORE election & Central Govt order AFTER election.
Both will give us plenty of time for 2024 Drilling Season with preparation with contractors all proceeding.
Will be a good year for Petro Matad & holders. 🦉
