Yes, PC, as a state mega company would have been, at some levels, privi to some information about what was happening. It's all need to know, and PC would have needed to know to support Chinas interest in Bangladesh. Even if this was 100% US backed, Chinese intel would know about it and put their moves in place off the back of what was expected. That might be why they moved forward with GCM seemingly out of the blue given what we knew then, to get in before the US to strengthen their hand.
We can guess at what's going on, it's played out a lot in developing counties post cold war. This was fortunately fairly peaceful, which cannot be understated how important that is for a rapid transition.
Would GCM have been made aware of those discussions? Off the record, hints and nudges, yes probably. It is very plausible that GCM knew that something was happening and the likely time line and the likely consequences and proposed next steps.
We, the plebs, will be the last to find out ☺ which is super exciting really. I mean, that now that we can see the direction being played out in the media, the decisions in the background are much further progressed. It's a very exciting time.
