Personally I think approval will be broken by a politician before it is officially broken by GCM. That is the general way that high impact social political decisions are made.

2: Gauge reaction and confirm if the policy stands up to scrutiny
3: make policy official

I'm not sure what this means for GCM, but it looks to be a reflection of the trend away from fossil fuel.
I really have no idea what is going on here with GCM. Its beyond comprehension that the MOU hasn't translated into an agreement or a parting of the ways after all this time.
