Its not a question of who could purchase BT but, what to do if they did. At the moment Openreach is part of BT group so would be owned by the new purchasers.It would still have the constraints on it regarding fairly treating other operators, so would be unlikely to invest in a new local Fibre network, as others will get access to it at a fair cost, so no profit in it. If Openreach was purchased on its own, with its current assets, that would be a different story. It could then do as it wished with regard to building a new network, until OFCOM got a handle on what was going on and then put constraints on it. Either way it would be a gamble to purchase BT with or without Openreach, so I think at the moment with OFCOM sitting in the wings its unlikely to happen. If the government really want the public to have access to high speed broadband they need to change the remit of OFCOM, so that either BT or a new owner could move forward. Until then I can't see a takeover happening soon.
