Openreach are responsible for provision and maintenance of the network and some, or all, the terminating equipment, between a BT exchange and that Exchanges customers premises. Connections between exchanges may or may not, be worked on by Openreach staff dependent on the product or service. Equipment within an exchange may be the responsibility of Openreach, or other departments, within BT group, dependent upon the product. Openreach is an answer to a question of equality to any service provider, and therefor operates at arms length from BT group, or its divisions. It is a political answer to a very complex situation, so in answer to the question, its BT and us, the share holders. If Openreach were to become its own company then BT and OFCOM and maybe the government would decide what its assets would be. It ain't simple !!!
