Contractors in the BT network is nothing new, but the reputation of the workmanship is a cause of consern at times. In many cases they are paid, in many cases by the number of jobs completed, which can result in issues. They are restricted in what they are allowed to do by virtue of there contract, so the good ones are not able to as much as they could, and the lesser can get away with what they can. Openreach staff have a lot more ownership of there work and can resolve issues that contractors are not able or allowed to do. They also have more checks and audits than contractors which helps keep the few wayward ones in check. If the work was contracted out as a whole, it would not be long before problems occurred, with little control by BT to control the situation. We all know that in many aspects of life, when the experts no longer do the job, that's when it all starts to go wrong, example the railway operators... If Openreach staff were to be TUPE to a contractor, then it wil all start to fail in a short space of time. If BT do decide to sell the family silver, then I believe that would be the beginning of the total breakup of the whole group, and we as a nation will be the poorer for it.
