Interesting question Doggy.
CO - I just wanted to commend you on such a well thought out reply to Doggy's problematic staff member. As I was reading it, it applies to so many aspects of life. It does no good to just argue with somone. They can just dig their heels in further.
However recently I have dealt with some real choice weirdos, here and with work. Additionally I also have dealt with over 20 different staff over nearly 20 years, and I have found there are 4 kinds of people based on the laws of human stupidity (Carlo Cipolla). Everyone has an approach or values that have varying degrees of benefits/losses to themselves and also to others. Those that create losses for themselves and benefits for others are the purely "Helpless". Those that create losses for others and benefits for themselves are "Bandits". Those that create gains so that everyone wins are the "Intelligent". And finally, those that create losses for everyone, they are the stupid (gallactically some might say) . There are some varying sub types within these 4 classifications.
What is always true no matter what - is that you can't rationalise with "Stupid". It is really important - as it can cause huge amounts of needless and wasted energy.
Now before you think I'm insulting those that refuse vaccines - I'm not using "Stupid" in the banal sense - but rather in the irrational sense - risk versus rewards. If you have medical conditions that preclude taking the vaccine then fine. However if you think a microchip will be inserted... irrational.
After having over 20 staff over 20 years, it becomes quite easy to spot people's character flaws. The question is, does this individual provide value to the point where you can rationalise YOUR risk versus reward in keeping him on. Whilst you can't sack him/her for not taking a vaccine, it might possibly encourage you to look at the invidual as a whole and their approach to work and assess suitability for the role. However if on assessment your risk/reward is tilted towards risk then you may decide that someone else might be better suited to the role. Some may disagree, and I'm happy to hear alternative views, but we all have to live and work together, the needs (in the very loose sense of the word) of the individual can't overrule the needs of the group.
Having said all that, in the case of vaccines, as long as everyone else is vaccinated, then the risk of serious illness in everyone else is severly reduced. If this individual gets sick from Covid then hopefully there will be less risk to the other staff.
Good Luck.
