I think the answer lies in Facebooks general positioning of the Quest as a sort of Rift plus aimed at the games market.
This does not mean that non game apps cannot appear on the Rift, indeed I have seen somewhere, cant remember the link, that all Rift titles will be or could be, ported across to the Quest - if this is correct, and the Quest turns out to be a winner, then the full spectrum of Rift titles will end up on the Quest.
However, if you are appearing live infront of umpteen million people around the globe on a live stream, when many of your audience will not have English as their first language, and you are trying to chart the course of one of the biggest companies in the world, then I guess it would be difficult to give such a mixed message in the short time available.
You know;
"Here is our latest and greatest product, it is really good, it sort of does everything, it is our first attempt, but we only have games to show you at the moment because they are the only people with real money to prepare something for us, not only can it do games, it really can do TV and movies (cant show you) educational stuff (cant show you) music (we might show you tomorrow, but obviously not today)
Don't think there is anything to worry about in terms of what is being done.
The only question to ask yourself is; "will the Quest headset shift in dribs and drabs, or by the container load"
