You have to consider, if Hudson are not a finding source, bzm would have to do the mother of all placings to fund this alone. Which is not going to happen. So there will probably be a placing open to pis, but some third party will pick up probably 1bn and they won't be allowed to sell. If they can monetise the port there may not need to be the pi placing at all

As a cash shell I doubt they actually would be encouraged to raise immediately before an rto. They do have cash, and maybe there is something bug going on behind the scenes. At this price the only downside as I see it in the short term is having better use elsewhere for investment. But then this could explode one day soon. Who knows.
