....... UGVCL which CyanConnode and Partners were involved in a smart meter project, in 2017 for 27k+ smart meters, have had 35,20,251 ( 3,520,251 ) that have been Sanctioned, but not yet Awarded.

Two other DISCOMS in Gujarat, namely DGVCL 40,78,120 ( 4,078,120 ) and MGVCL 32,99,991 ( 3,299,991 ) have also had projects Sanctioned, but not yet Awarded.

But PGVCL, has a project of 55,83,509 ( 5,583,509 ) that has already been Sanctioned, but only 22,57,478 ( 2,257,478 ) smart meters have been Awarded. All these projects are under RDSS

Which I think confirms that not all projects that are Sanctioned, are totally Awarded in one go. As with IntelliSmart.

Good morning all,

It is worth remembering the original, Rajasthan/JVVNL project, for circa 430,000 smart meters, that CyanConnode are involved with and also the opportunity that is presenting itself, with the recent awarding of circa 4.75 million smart meters, through the RDSS.

Thank you Vas, for the clarification. It was appreciated.

But to qualify my interpretation of the " Please focus on the 10% rule now " like you suggested - from your post last night.

On looking at the report that you posted, it is from a " Frequently Asked Questions " report, which is fine, concerning the working RDSS document that I posted on 3rd June, 2023.

Looking at point 45 specifically, it mentions " How release of funds is linked to pre-qualification criteria and result evaluation framework?"

It is the use of the words " .. release of funds .... " that is, I think important.

" For Distribution Infrastructure Works, GoI funds shall be released upon achievement of targets as per Action Plan as explained below.

" Phase 1: After approval of DPR for Loss Reduction, DISCOM will become eligible for release of 10% of grant for Loss Reduction part on the project as advance - 5% on sanction and a further 5% on award of works."

So as I commented yesterday, " ..... that leads me to believe that the 10% is a monetary portion of the contract award " and not necessarily a portion of the smart meters required.

Just for clarification, can we go back to the " Subject " headline of " PVVNL award of 61,43,261 by IntelliSmart Infrastructure " on 4th June, 2023, as I cannot find any reference to this particular number ( 6,143,261 ) within your post, or within the link that you posted, at the same time, dated March 7th, 2022.

I posted a link on 6th June, 2023, from Smart Energy International, that confirms the IntelliSmart award of 6.7 million pre-paid meters from PVVNL, dated April 28th, 2023.

CyanConnode's order was received on May 25th, 2023, from IntelliSmart for 600,000 Omnimesh modules in connection with PVVNL.

So initially, could you please clarify where the original number of 61,43,261 comes from, in the " Subject " headline.

Hello Vas, no problem at all.

From the March 7th, 2022 report, it was the:- " According to sources, the funds will be disbursed in the form of ad hoc 10% of grant from the central government, whilst the rest of the disbursal will depend on the discoms concerned fulfilling various conditions under the scheme," that leads me to believe that the 10% is a monetary portion of any contract awarded.

I also think it is a co-incidence, that the numerical award to CyanConnode of 600k Omnimesh modules, from IntelliSmart, is circa 10% ( or just under ) of the total smart meter order awarded to IntelliSmart by PVVNL.

But as always, we will have to wait and see if any more orders are forth-coming, to CyanConnode and Partners, as this particular project unfolds.

Having looked at the report that you posted, personally, I think that the " 10% " referred to in the report dated March 7th, 2022, will be the 10% of the monetary value of each contract awarded and not neccessarily 10% of the total number of smart meters required. Which might not neccessarily be the same equivalent.

But I agree, that there could be more to come from the PVVNL/IntelliSmart project, at some time in the future.

And hopefully, CyanConnode and Partners will benefit.

But as you say Vas, just a thought.

Thank you Vas. I was just about to post the alternative, as I could not get the original to work. The " " Packages " of tenders, interestingly work out to those in the NSGM report, totalling circa 30 million smart meters.

Phase 1 - 1.17 crore = 11,700,000 smart meters.

Phase 2 - 1.02 crore = 10,200,000 smart meters.

Phase 3 - 80 lakh = 8,000,000 smart meters

Total = 29,900,000 smart meters.

So it would seem they are looking to hopefully " Award " the whole package.

Should be very interesting.

I had noticed that, but we have been discussing other things over the weekend, so thank you for posting the NSGM information anyway. It is appreciated.

What I found very interesting was the increase in the opportunity that is now availoable in Tamil Nadu/TANGEDCO.

CyanConnode received the purchase order for the Tamil Nadu project, during January 2020 and has been progressing stedily, having to cope with the delays due to COVID-19.

I also noticed that there are a further 30m smart meters " Sanctioned " under the RDSS, awaiting " Award " for Tamil Nadu/TANGEDCO, so further opportunities in general, concerning this potential project.

It is worth remembering when Cyan(Connode) were part of the original consortium, for smart meters in Tamil Nadu, the original opportunity was going to be 18 million meters.

So the opportunity has progressed significantly, with the passage of time.

There are various dates within the RDSS document, that are there to concentrate minds on the mammoth task that they are all involved in, with the penalties that it will cost them, if they do not meet them.

As always, we will have to wait and see what happens and what progress is made over the next 12/24 months or so, towards the achievement of the initial targets that have been set.

As you quite rightly have pointed out Vas and we have noticed within the CyanConnode RNS's recently, the length of the installations period is averaging out 24/27 months per contract.

The " sunset date " as I read it, is not a completion of installation date. It is a completion of orders placed, date.

These contracts, installation wise, will go on for a number of years, after all the orders have been placed. As long as the orders are placed on time, by the individual DISCOM's, then they will qualify for the grant(s).

That is where the " Stick and Carrot " come into play.

Some of your concerns should be answered in my post on Wednesday, 31st May, at 11:13, from a presentation by John Cronin, in relation to the order/installation discussion.

From the presentation:-

" The really exciting moment that we are in right now, is that India is rolling out over the next two years, 250 million smart meters. I should say, ordering 250 million smart meters and these smart meters are actually pre-paid smart meters, which is really important, as opposed to the post-paid that has been there to date."

There is also a " Sunset " clause built into the RDSS document that I posted, which gives a date for the completion of the projects, overall.

From the RDSS report:-

" The sunset date of the scheme will be 31.03.2026, the works excecuted beyond which will not be eligible for release of Central Government grant.

" As the sunset date of the scheme is already defined and disbursements of grant is based on progress and corresponding achievement targets, it is in the interest of the DISCOMs to complete the projects expeditiously to avail the benefits under the Scheme."

So as long as the appropriate conditions are met, by the DISCOMs, then each DISCOM will receive the grant from the Central Goverment, for the project(s).

The ultimate " Stick and Carrot " way of doing business, anywhere.

Just to add a bit more to the " RDSS " discussion, this document also refers to " Procurement and Purchase Preferences.".

From this RDSS report:-

" Keeping in view the aims and objectives of Atma Nirbhar Bharat Abhiyan, Ministry of Power has issued Public Procurement ( Preference to Make in India ) for Purchase Preference ( linked with local content ) Order in respect of Power Sector on 28.7.2020. This order is in line with the DPIIT Notification N0.P-45021/2/2017-PP ( BE-II ) dated 4th June, 2020. This order along with amendment, if any, from time to time, shall be followed by the DISCOMs in the implementation of the scheme."

So this document would seem to be before July 2020.
