There maybe something of interest and topical within the latest NSGM report. Namely the two smart meter projects for Haryana ( DHBVNL & UHBVNL ) for an overall total of 74,05,618 ( 7,405,618 ) sanctioned, ( 9 & 10 on the list ) but yet to be Awarded.

There are other Harayana projects, which have been Awarded and are Ongoing, you can find them at Nos 66, 67, 68 and 69 on the NSGM list.

..... dated 30th June, 2023, shows an increase in Cumulative Achievement from 65,36,567 ( 6,536,567 ) on 16th June, 2023, to 66,18,266 ( 6,618,266 ), an increase of 81,699, over the 2 week period.

Just managed to find the " Translate " button, from the original Hindi report. This project has been going on for some time in Haryana, it would seem.

The wording of " super smart meters " from your original report posted yesterday, seems like it could be a bit of journalistic artistic licence, with the new meters just being better than the old ones, that they already have.

As far as we are aware, there have not been any faulty meters/comms, in connection with CyanConnode's overall smart meter roll-out, in India, over many years.

CyanConnode have aligned themselves with quality Partners and Meter Manufacturers, which has taken time, but in the end, will be worth the effort.

But the REC Empanelment List of Companies, that have qualified to provide smart meters/equipment/solutions for the India Smart Meter Programme, have already been stringently tested, to alleviate the problems, hopefully, before they begin tendering.

A far better approach, in my opinion.

" The UK smart meter rollout programme, estimated at £13.5 billion ( $17 billion ), is expected to increase in price and face challenges in delays, according to a new report from the National Audit Office ( NAO ), which finds a skills shortage, supplier disagreements and faulty smart meters in need of remediation.

" NAO, the UK's independent spending watchdog, has found that the government's smart meter rollout is proceeding slower than planned and that the Department of Energy Security and Net Zero ( DESNZ ) will have new challenges in meeting its latest set of targets."

I think that you meant to say - " ..... I can't see a reason why awards could not be made before all 250 million meters are sanctioned."

But according to the NSGM report dated 16th June, 2023, there have already been 3,65,07,877 ( 36,507,877 ) smart meters awarded. So in some States, they have progressed passed from being under " starters orders " and the Awardees are " off and running " with the process already begun.

Good afternoon Vas,

We seem to be reading the NSGM reports, in a similar way. I believe you are correct in calculating the figure provided of circa 230m smart meters sanctioned, is approximately 90% of 250m smart meters.

So I would agree that the smart electricity meter sanctioning phase, has not long to go, in theory. We will have to wait to see how long it actually takes, to be officially " over the line."

But the process, as I read it, without to many complications, is this:-

Utility Sanctions the number of meters required for tender/the winner of the tender is Awarded the contract/Orders are then distributed to various sub-contractor Companies within the consortium/installation period begins/Installation completes/Support & Maintenance contacts kicks-in.

The sooner the Utilities get their Tenders Awarded and Ordered, the sooner all Companies concerned will get their payments and the Utilities will get their Grants.

Or loose the Grants, if they do not meet their deadlines.

All it needs is the application to get things moving.

....... dated 16th June, 2023, shows that 22,98,73,281 ( 229,873,281 ) smart meters have been sanctioned so far, with 3,65,10,383 ( 36,510,383 ) smart meters being Awarded.

The Cumulative Achievement, by that I'm taking that they mean Installed, from other information within the report, stands at 65,36,567 ( 6,536,567 ) smart meters have been installed.

So out of the circa 250 million smart meters to be eventually installed in India, 229,873,281 have passed the first milestone, in being Sanctioned.

An excellent report Vas and thank you for sharing.

It indeed shows, as you have indicated, that the Indian Government is providing further funds to States into 2024. To include some States that are " playing catch-up " with the scheme.

Just thought I would throw that one in the mix.

We have not heard much about Retrofit, over the last few years. So whether or not the more up-to-date Omnimesh solution with, we understand, its many " Bells & Whistles," has super-seeded the Retrofit solution, no doubt we will find out in due course.

The Retrofit technology is/was there. But the situation would need to present itself, for the solution to be developed further, for comply with todays up-to-date specification and legislation.

All in my opinion, of course.

In answer to your question Vas, at 09:21, re " Is it feasible and likely that several million meters .......... can now be updated to pre-paid, using just a software update - like a Retrofit solution, maybe?

I seem to remember a Company we all know very well, providing something like that, at one time. Maybe it could become fashionable and practicle, in the drive to reduce costs on already installed smart meters, that need an upgrade, rather than replacing them totally, for new units.

Just a thought.

I noticed this over the weekend, but have been a bit occupied, in one form or another, but thought I would pass it on.

I seem to remember that it may have been provided on the CyanConnode twitter feed, recently. But not sure.

Rahul Das, has apparently been at CyanConnode since April 2014, so an internal appointment, while also working for HCL Infosytems, previously.

There is no official link, as you know. In business, as in life, situations change and we move on. That is what, in my opinion, has happened over the last 9 month's or so, concerning India, with the Indian Smart Meter Roll-Out Programme.

You get a different perspective/view, from different newspapers in India, with the language that is used in connection with the " roll-out." That has been going on for some time and is not regulated. Roll-out, replacement, deployment, implemented, etc., are just a few that have been used.

CyanConnode and Zeus, seem to have set their stall out with " Procurement."

No doubt we may get a further update from CyanConnode, if they think it is neccessary. But as John Cronin has already confirmed, that CyanConnode believe that India will be ordering 250m smart meters, not installing.

From the December 2022 - CyanConnode Presentation:-

" The really exciting moment that we are in now, is that India is rolling out, over the next two years, 250 million smart meters. I should say, ordering 250 million smart meters and these smart meters are actually pre-paid smart meters, which is really important, as opposed to the post-paid that has been to-date."

So a more realistic approach/target, by all concerned, in my opinion

From what the CyanConnode literature tells us, there was " ...... an ambitious target of installing 250 million smart meters by 2025." Underneath that quote, within the " Goals and Targets " section, CyanConnode mention about the " Deployment of 250 million smart meters."

That was during September 2022.

The quote by John Cronin, later in December 2022 and by Zeus, during March 2023, confirmed that the situation had changed.

Could you please clarify on what page, within the 33 page Revamped Distribution Sector Scheme document, does the passage " 100 million to be deployed by December 2023 " appear?

Or failing that, can you clarify where the wording occurs in any Zeus document/Hardman document/or any other document?
