Yes there is quite a lot on the subject of " call drops." It is a problem that is highlighted in, as you say, Delhi and Mumbai, but can also be found in most areas of India, where mobile usage is high.
My quotation about the " ...... networks were designed for data. Not for voice," was taken from a report that was 3 years old ( 2015.) It would seem they still have the same problem today, as your report is dated March 2018.
Personally, I think there is a growing realisation, within Indian utilities and other related Government organisations, that although the EESL tenders, initially, stipulated GPRS, as I mentioned yesterday at 21:38, that individual states/utilities, " .... are beginning to express their opinions, being as it is their business and their customers, that will be affected."
Or specifically, in the case of the Indian Government, their voters.
This is not something that has only just started to surface. There was/is a Business Standard report, which I have posted before, dated October 2017, that started to highlight various organisations concerns, about GPRS and its limitations, for smart metering.
