Chandigarh, looks like it will be an RF solution. If you look at the Scope of Works, page 11, within the document you posted at 08:44, on Thursday.
From the report:- " For the deployment of smart metering throughout its territory, CED is in the process of building a RF canopy communications network covering approx. 30,000 Smart meters across 32 Sq. Km of its service area sub division - 5 proposed for pilot."
The Tata Power ( TPDDL ) project, seems to be more fluid in what they require. On page 5, of the document I posted at 12:06 yesterday ( Saturday,) under item 2 - Components, it states:- " Communication Card, Network equipments and Head End System. Communication mechanism can be RF/PLC/GPRS/Hybrid/ or any other proven mechanism."
So with 20 million smart electricity meters being tendered for, they seem to be keeping their options open, as to which solution they choose, in any particular area. I doubt any one solution, will be suitable for all areas.
I would imagine that the companies on the REC Empanelment list, will have gone through a process of application, or be recognized in their specific area of expertise, to get on the list initially. REC, like EESL, are procurement agencies. They gather the best companies around, for who they see can provide the best solutions/equipment, that they require.
On the " who decides " issue, I would think there will be input from REC, as it is their Empanelment List. The utility who the contract/project is for and their specific needs/requirements, will need to be taken into account, in this case it would be Tata Power ( TPDDL.) And I would also think there would be input from the Government of India, even though this particular project is for a private utility. As it is the overall Government of India, integrated power initiative, that various utilities and organizations, are trying to implement.
But it is good to know that CyanConnode are on the starting blocks, for two projects, that we know of, for REC.
