I think what you are reading, is a classic journalistic mistake and a combination of 2 sets of figures that come up with a combined wrong answer. The 2.4 million smart meters, seems to be the estimated 10% of the total figure, which has been stated by the reporter as being for installation in 2019. When it is far longer than that.
In India, for example, every contract or tender, seems to be reported for " smart meters." But we know that many contracts in India, are not for smart meters as we know it. They may be smarter than they already have, if they have one at all.
If SMETS1 was totally " smart " they would not have developed SMETS2.
As another pointer to what I am saying, I have attached another report, posted nearly 2 years ago, about the Ukraine and Iraq.

Just to add, this report about Iraq, has nothing to do with CyanConnode, although it did cause some comment on the bb at the time.
The report mentions about the Ukraine, being in negotiations with Iraq, initially to supply 1 million smart meters. It then seemlessly moves into reporting about NIK and CyanConnode, giving the impression they are somehow related reports.
When in fact they are not related at all.
Just an observation.
