The USA and Russia are self-sufficient in crude oil and yet they both have many nuclear power plants. The UK had nuclear power stations when it was a big exporter of crude oil from the North Sea. So, Iran has seen that the world is turning to electricity in a systematic way and does not want to be left behind.
The main export for Iran is likely to be oil and maybe gas for several more years yet. The oil that it consumes would not be available for export and would not earn valuable foreign exchange currencies. It seems very logical to generate electricity by other means, such as by nuclear power stations and by solar 'windmills" and reserve crude oil for export. Once the oil is gone or demand falls away almost completely in a few decades, what would Iran have left to generate income for the nation?
The Iranians have an advanced educational system and its scientists can develop the means for nuclear energy production.
As to why Russia has not sold Iran nuclear weapons, that could be because the Iranians have never asked, potentially because it has no need or want for one! Did you think of that? Perhaps Russia has signed Non-Proliferation Treaties, so should not sell the technology?
It is widely accepted that Israel is almost certain to have nuclear weapons. Do you notice that nobody declares war on Israel? Why is that? Fear of guaranteed destruction. If Iran did want nuclear weapons of its own, it would make sense since the Iranian leadership has seen what happens if uou have them and give them up (see the Ulraine) or develop them, like North Korea, and now nobody messes with them.
An alternative is that Iran was enriching uranium, not for research and development of power systems, but to develop nuclear weapons. Clearly the Israelis and the USA believe this or are not sure and do not want to take the risk, hence the repeated attacks on Iranian infrastructure.
