Mining Right & Market Makers9 Oct 2025 07:39
There is no definitive timeline for Kazera Global to be granted its mining right for the Perdevlei Heavy Mineral Sands (HMS) project, but the process is nearing its final stages. Kazera's subsidiary, Whale Head Minerals (WHM), has made significant progress and, barring unforeseen complications, the final authorization is expected in the coming months.
Key milestones achieved
As of October 2025, the application is advanced, with key steps already completed.
Environmental authorization (EA): The Department for Mineral Resources and Energy (DMRE) granted Environmental Authorization for the Perdevlei concession in November 2024, ahead of schedule.
Appeal period: The 21-day appeal period following the EA's issuance would have expired in mid-December 2024, assuming Whale Head Minerals (WHM) notified interested and affected parties promptly. No appeals have been publicly reported.
Financial guarantee: Prior to the EA, the company provided an environmental guarantee to the DMRE, fulfilling a regulatory requirement.
Current status and potential timelines
With environmental and appeal hurdles cleared, the process now lies with the DMRE for final adjudication and issuance of the mining right.
Expected timeframe: In early 2025, Kazera and analysts anticipated the right could be issued in the first quarter of 2025, a prediction that was not met. By March 2025, company statements continued to indicate the right was "expected in the coming months," suggesting it was still close to finalization.
DMRE review: As of July 2025, the mining right application was still under review with the DMRE, according to a Kazera operational update.
Delay factors: While the company's application has moved smoothly so far, general administrative delays at the DMRE can affect the final timeline. However, the Perdevlei application has not been reported to have encountered the kind of delays associated with South Africa's broader mining application backlog and issues with the cadastral system.
The next steps
DMRE approval: The application now waits for the Minister to formally grant the right.
Registration: Once granted, the right must be registered with the Mineral and Petroleum Titles Registration Office (MPTRO) within 60 days to be fully executed.
In summary, while past company forecasts have been optimistic, the application is well advanced. The final grant now depends on the DMRE's internal administrative processes, but no specific issues with Kazera's application have been reported.
In other words and in my opinion. We are coming to the final hurdle and as normal with AIM you get collusion with market makers to drive the price down for fear and swallow up cheap shares for the big lift off, or ur in the back pocket of company directors where u drive the price up from 1p to 15p like what happened in Kennedy ventures days so u can get multiple placings away.
Just hold on to your shares or play them at their own game. Buy more.
