I like to keep it simple ; why bother to construct a new refinery and 530km pipeline (contract awarded last week) if you do not intend to use it? The Mongolian government is exactly like PetroMatad shareholders, they have invested money into a project and want to a see return on investment;
Current hold-ups for MATD (local permitting hold-ups, fringe environmentalist complaints, etc) will get resolved favourably for MATD on the basis that central government needs the oil to supply its refinery project, and currently PetroChina is not providing them enough. It all boils down to the $$$$, it makes sense for central government to get PetroMatad into business for there own self-preservation, nothing more.
Any talk of Mike Buck whiling away the hours on a deckchair in Italy seems far-fetched, as the board will be overseeing progress and I doubt a big company like Petrovis will be happy to pump money into a project which will not deliver them any profit. And as we seen at the recent presentation the board is regularly reviewing progress and providing feedback to Mike as to future direction of travel.

I don't see where this "massive urbanisation" is coming from. Mongolia is a large, poor, sparsely populated country (it's population density is 1/100 th that of the UK). Very few immigrants.

Mongolia is on the cusp of massive urbanisation and Industrialisation in coming decades just like China. MATD will play a very instrumental role via Oil production and also Renewables.

Re Mongolia reducing dependence on Russian oil:
I don't have any particular insight into Mongolia's position on this but I do know that the hyper interest in Ukraine is largely confined to the EU and the Anglo sphere: in essence, the 18 C empires and their (white) colonies.
Africa, Asia, the M-E and S America tend to the view: we've had/are having lots of wars and atrocities, most of which you've caused or contributed to, so we're not going to get over excited (and pay a price!) for a war that's distant from us just because they're pale-skinned blondes like you.
If Matd is generating $20mill a year what should the sp be . If anyone here knows how to calculate.

I think that's exactly why things will move a lot faster from now on. Especially with regard to the public institutions, the political pressure will now increase in order to become more independent of Russia 's energy supplies. This will play PM into the cards.

In a nutsell it seems the protesters want some sort of frwmework in place to mitigate any environmental impact on local communities etc.
Especially given PetroChina track record who in the past did not take environment impact seriously but beginning to get their act together. They obviously do not want MATD to follow same approach like Petrochina in the past. MATD on the other hand been much more professional in tackling any environmental impact assessment.
In addition MATD also presented their full environment impact study for Block V also awaiting approval on that also hopefully pretty soon. That then clears drilling of Velociraptor soon as we get a quote from DQE for Block V also.
All in all these protests are NOT a show stopper.
This is more to force Oil explorers / producers to take ownership of their actions and have some mitigation plans in place if there was any potential risk to environment and communities they operate in or will soon be operating in.
