‘Russia's President Vladimir Putin signed a decree on Wednesday allowing foreign investors with funds frozen in Russia to use them to buy blocked assets of Russians ‘abroad.
As a result of sanctions imposed by the West over Russia's actions in Ukraine, more than 3.5 million Russians have frozen assets abroad worth around 1.5 trillion roubles ($16.3 billion).
Under the decree, Russia will allow citizens of what it deems "unfriendly" countries to buy frozen securities held abroad by Russians by using funds from special "type-C" accounts in Russia, which are otherwise effectively blocked.
Russia plans to unblock accounts worth about 100 billion roubles in the first phase.
The text of Putin's decree says it is being issued in response to actions by the United States and other countries and organisations that it calls "unfriendly and contradictory to international law".

There is no scenario where we would loose out.
An american steel business (evraz na) create 620M ebitda can easy be sold for 3.5-4B usd. Which is not much.
Nucor paid x13 Ebitda at the last US purchase. Mittal paid x7 Ebitda for its Brasilian based asset.
Evraz will not sell at low price and also only when all end 2 end approval are given, being able to use the money for some debt payment (assume 400M) and rest to acquire freefloat owned by non russian investors. (435M shares approx)
The best solution for us would be back trading, i prefer. We will see in time which direction it will take

What we know is that Evraz s trying to sell the NA operations and Russia has introduced law 470-FZ allowing for Russian ESOs to be stripped from holding companies in unfriendly states.
Potentially, the sales proceeds from Evraz NA could be used to pay off Evraz plc's debts. The Russian subsidiaries could be re-registered directly into the names of Russian investors. In this scenario Evraz plc no longer has any assets and is effectively a worthless shell.
Nothing has happened yet but things are moving in that direction. Expect the worst and hope for the best, as they say.

It’s the pirates that have put us in this position the uk gov! I’m sure their were and are alternatives other than suffocating the uk based investor! We can be sure those who they intend to inflict pain on aren’t particularly bothered.

Yes looks like we had a strong 2022. Likely slightly less profit than 2021, due to some higher tax charges/currency effect

STEEL: like by like 2021 maybe?

According to the forecast of EVRAZ experts, domestic steel demand will improve in 2023 - due to the engineering industry and the implementation of infrastructure projects.
"To about 50 million tons, add 6% compared to last year - steel consumption in Russia will increase in 2023. There are more infrastructure projects in the country, mechanical engineering is actively developing, and there is also a delayed demand for 2022.
.. How the demand for steel products is changing in 2023. Flat hot-rolled steel will grow by 20% - due to mechanical engineering, railway engineering, construction. Pipes for construction - by 26%, large diameter pipes - by 15%.

For 2024, EVRAZ experts predict the preservation of the volume of steel consumption this year.
According to EVRAZ experts, against the background of rising rates and adjustments to preferential mortgage programs, the demand for valves and shaped rolled products may decrease, but other tools to support the construction industry are likely to be introduced. Mechanical engineering will develop through import substitution of equipment.
In the long term, the pipe market will be supported by the construction of new gas pipelines. There is also a likely scenario when import substitution and localization in mechanical engineering will face the pressure of new suppliers from the East, as happens in the automotive industry," the metallurgical company reports.
So that looks like C $800m profit FY22 v Market Cap $1.4bn. When the madness stops and eventually if this comes out the other end it will be a nice retirement present. Thinking 3 to 7 like a PE fund :-)
