ITV can no longer afford to commission shows with Simon or Ant and Dec. Their fees are too high and the shows do not generate the revenue to cover the costs. Simon's new series does not even look to have been paid for yet by Netflix. They clearly want to see evidence that audiences will want the show.

Sad truth is that talent shows that once attracted audiences of 15 million and made ITV billions have lost out to tik tok and instagram where you can watch hopefuls.
