cost to the tax payer of people spreading the virus in massive. If you are sick all sorts of tax implications from payrole, VAT plus the cost of people to look after you. Sure you cant just rock up and ask for a test maybe (in Stockholm we can), but supplying test to general public from public funds would be better than letting the virus have full rein. If you are a business and need to ensure people are ok coming into your premises, sure business would pay, but attacking the virus is governments responsibility!
Who does the term freeloader cover ? Companies paying dividends and share buy backs back so they have no cash in bank and need public support, bankers who get a bonus to lose money in my pension funds ? But yep lets not supply free tests to people who are on minimum wage so I can have clean hospital floors, or a cheap burger, or a nurse to take my blood pressure. Let them keep on spreading the virus, just so long as the tax payer doesn't need to fork out money. Do you see any drawback in your argument ?
I seem to remember a lot of people were excited about the orange baby buying tests right from the get go. Private company supply was not the top of my investment list.
