Had a quick browse of the ECT ,the document that was used as a basis for Rockhoppers successful claim against the Italian Government.The international docucument was initially signed up to by the Irish government as far back as 1971..
The document does cover delays and also mentions transparency and good will be afforded to the investor company.
This might have all changed with global warming ? Nope!

The IRISH Greens have no trouble using and prolonging French nuclear power while the German Greens are trying to convince their neighbours in France to quit Nuclear power as they live with a proximity fear.
1.3 billion has been allocated to the project, which includes €530 million in grant funding from the EU’s Connecting Europe Facility (CEF), with Ireland paying for 65% of the project and France paying 35% according to the Commission for the Regulation of Utilities (CRU).
The Greens here will say that Ireland can now export our subsidised wind power to France which puts a hole in their argument that excess wind power would be converted to hydrogen for storage!

Would you as an investor want to build a gas station in a country with this fosil fuel hating minister and only as a back up?Then be liable to a windfall tax if profits soared ? You don't have to wonder why we are where we are....
