At the current value of the company, there has been no dilution as they bought at market price. Price per share the same etc
In the event the company becomes worth more in the future, it is a dilution as any profit is shared over more shares.

The argument was around the person buying shares being fishy. The point I was making was that they could in theory buy at the same price as any PI, hence the deal not being that fishy

With hindsight, you could probably have done ok buying in at 25p and getting out at 28p as I recall that happening a few times. Still, hardly anyone expected it to be this range bound for this long

Del, the clarity you seem to want can only really come when they announce a deal has been agreed. Anything before then is not something they can communicate as it may not happen.
Remember how much trouble Mr Musk got in when he tweeted about a company buyout a few years ago.
Until the ink is dry on the deal, you won't get the answers you're looking for I fear
