250m USD would be considered 'commercial wastage' levels of ROI on a 200m budget. Compare to something with a similar budget, such as The Jungle Book in 2016 (c. 200m adjusted for inflation). The box office there was over 950m. Estimates of revenue split vary between films, but suffice to say Disney won't be excited by 250, or even 350m, even if all of that remains exclusively on their books. They would have hoped to do much better on a theatrical release, as evidenced by the fact the film was originally slated for one. A political decision dressed as a commercial experiment, which follows years of 'straight to VHS' releases.
