Omicron isn't even the variant that governments across the world need to have risk management plans for (well it was/is but they are very fortunate that it isn't as severe as Delta). It's still killing many thousands and putting kids into hospital.
Risk mitigation for the eventuality of a more severe/transmissible variant, that can bypass current levels of immunity, will require governments to stockpile therapeutics. USA will be first with massive order if P3 is successful.
If it works - just on current levels of hospitalisations across the world - SNG will not be able to keep pace with demand without licensing or being taken over.
Unfortunately the UK government Covid Risk Management Plan has this on page one - 'Save Boris'.
