Politics and money - the main part of the economy is exporting oil, partly through Russia. But in the last few years, Kazakhstan has been trying to reduce dependence on oil and diversify the economy. There have also been some recent attempts to improve governance, but they have a dictator for 40 years until 2019 - it is not a place people rush to invest in. But, East Star seem particularly well-connected in the county, so the politics and money seem aligned now.
And demand for rare earth materials has only grown over the last decade as they are needed for magnets in wind turbines and electric cars... both growing markets in desperate need for supplies from non-Chinese sources. So, yes, there is an element of urgency in finding more resources.
But, it is a risky investment, so is from an 'easy-money' account.
