Nearly 90% of Chinese have been vaccinated twice; booster rates are not as high. 2 important points:

1 - The Chinese authorities fücked up thinking the vaccine posed a threat to the elderly and did not recommend or concentrate efforts on vaccinating the most vulnerable, especially the over eighties. From a recent Reuters article:

"Only 19.7% of people aged over 80 in China have received a COVID-19 vaccine booster as of March 17, and just 50.7% of that age group have completed their primary vaccinations, said Zeng Yixin, another NHC deputy director."

2 - The Chinese vaccines have been less effective than mRNA vaccines in preventing symptomatic infections. But, they have been very effective against preventing death (and that is what they were designed to do). However, getting symptomatic covid if you are in your eighties is not recommended.

It is the large numbers of unprotected elderly that is causing China problems. With nearly 30 m citizens over 80 they have nearly 15 m citizens vulnerable just by age. Xi does not want the deaths of millions of them on his hands, nor does he have a medical system capable of dealing with so many elder people needing intensive care.
