Holding shares or issueing shares from treasury does not prevent dilution fleccy. Treasury is just a place on the balance sheet to store mostly bought back stock that has not been cancelled yet. If you issue them back out of treasury, they dilute the issued stock, same as issuing new shares would.
Treasury shares are stored as a negative balance in the equity part of the balance sheet, as it is money the equity holders do not own.
