I have my doubts about the award, but it seems the tribunal believe that Putra(insider) assisted Ridlatama "Finally, while there is little doubt that Ridlatama had assistance from Mr. Putra..." (award) Few other places where they mention Putra assisting ridlatama too, i.e at the registrar, he provided photocopies of licenses(broke protocol) to register licenses, Noor gave exploitation application to Putra but something dodgy happened.
Imho CHL can interpret 2 things
1) Ridlatama and Mr Putra forged licenses so chl purchases the licenses of them and benefit,
2) Putra was the fall guy, he takes the blame for forging the docs on behalf of ridlatama so Roi/Nusantara can benefit if commercial coal was found, if no commercial coal found then stay quiet, use CHL as pawns.
Point 1 is a possibility but i believe it may be point 2.
What i find strange is that no one mentions "Mr Putra" in the media, whether locally or internationally since the award was issued. He is part of a billion dollar fraud, the tribunal seem to imply he forged documents in exploration license phase and then the later exploitation licenses. These exploitation licenses were worth Billions of dollar, so it is a big sum.
Seems rather fishy the tribunal comes to this decision when the state police who had more resources to charge Putra but fail to do so and cleared him.
Now i am speculating, as Putra is not an official in the regent office chl may have requested him to attend hearing but he may have refused, CHL were powerless then. Im fairly convinced he would have given statements to the police of what actually happened when he was arrested and had his passport confiscated, so if chl can get hold of these police records which roi failed to provide, they may actually put in doubt roi narrative and eventually put the case in our favour. Without Putra assistance Roi narrative cannot stick.
This can get really interesting, because what the tribunal are implying Putra commited fraud on a asset worth billions, he should be in jail not walking around freely.
Obviously all imho, and its all speculation..
