I have just read your 2 China/India news reports, in more detail. Initially, from the first report, it seemed as though EESL were very clear on what should be happening and the only way forward, seemed to be a re-tender.
From the first report with the China/India flags, as you have already pointed out:-
" Our tender conditions are very clear. Any supplier needs to have a manufacturing facility in India to be eligible to supply us ....... "
From the second " LiveMint " report, which seems to have been published around about the same time:-
" In respect of goods and services wherein domestic capacity is not available and that import is inevitable, then it should be allowed only for a fixed time-frame of 2-3 years, during which time indigenous manufacturing of these items would be developed by enabling policy/tax incentives/start-ups/vendor development/R&D support " power ministry said, in a statement on Tuesday adding, " Till such time, goods so imported shall be tested in Indian laboratories for adhering to Indian standards and also be checked for Malware."
So it seems as though there may be " ..... a fixed time-frame of 2-3 years ...... " available, for imports from outside India. But it would seem that the meters will have to be tested, before distribution and installation. So it could be that the " .... political/geo-political situation ..... " I mentioned earlier can change at any time. Or maybe it has. Who knows
I wonder how long the testing takes and if the smart meters have to be tested individually or batch tested?
