The Case Study, that you kindly provided, as I understand it, was carried out to assess the impact of the Cloud Billing Solution on 4 utilities under UPPCL, namely DVVNL, MVVNL, PVVNL and PuVVNL. The problem UPPCL had, is set out in the " Problem Statement " at the beginning of the Case Study.
The total passage of text you are referring to is as follows:-
" In rural areas, there is a high number of un-metered consumers. Increase in supply hours from 12 hours to 18 hours has resulted in energy supply to increase by 15%. However, revenue has increased in rural areas ( Non-RARPDRP area ) at an extraordinary pace of 26% ( Approx. 3300 cr.) Despite the increase in energy supply and presence of a high volume of un-metered consumers in UP (Non-RAPDRP areas ), AT&C losses have reduced by 5.9%."
So an increase in supply hours from 12 hours to 18 hours. Energy supply increased by 15%. Revenue has increased in rural areas by 26%. And AT&C losses have reduced by 5.9%.
The Case Study then goes on to show how the using the Cloud Billing System, has progressed the various UPPCL utilities.
- Input energy for 2017/18 - Reduced.
- AT&C Losses - Reduced.
- Collection Efficiency - Increased.
- Billing Efficiency - Increased.
- THRU Rate - Increased.
Also within the Case Study that you provided, there is also a section under the heading " Feedback from the users."
From the report:-
" Among the various billing systems, end users mentioned that the cloud based system is user friendly and easy to adopt. Also, various functionalities like bill generation, collection, bill revision, permanent disconnection, allocating a new connection, meter replacement, etc., can be done with much ease than on previous systems. The billing system is easy to learn and can also be used to generate MIS reports."
So all in all, I would say a very successful project.
And again, we will have to disagree on what is classed as a successful outcome, for a project.
But that is only my opinion.
