This just needs EPA and then it will be ratification, and hopefully job done.
For the ratification, it’s a straight case of has it been done by the book, legal process, if not easy objection. However chiefs approvals etc. all in, local areas chiefs (not political) fed back get it done we need the jobs. So any objections risking an election (jobs ), would be challenging for an opposition party to say the least. Noise yes, but cancelling jobs/votes I doubt that.
You can see how the politics are playing out, based on the previous post MIIf stating December, elections due in December. The ratification now helps support campaigning (jobs, growth etc)and run/ramp into modular units for early production. I feel sorry for those that need the jobs now, and hope any previous delays were not just political posturing.

Looks great, maybe I missed on the image, and this could relate to the operational query. The modular units are to be installed and operational for training, offtake kicking off production earlier are they not?
I am more curious on how the deal will be structured, as they have plenty of lessons learned from other regions, especially when it comes to pricing floors/ceilings etc. Kim
