Obviously you wish to paint a negative picture, only you know the reasons, though many here will have their own ideas. Lets look at your points of 'certainty'.
The company is registered in the UK, as such it is bound by UK laws, it pays UK taxes and has been approved to do so. There would be much "Egg on face" within the bodies that allowed this and many other far reaching ramifications across many other "UK" companies if this was shown to be a sham.
I hope that russ1a does "Back off" as you say, though by no means certain it's probably more objective to just say "The jury is out" on that one. Let's just all hope and pray for a quick cessation of hostilities and for troops to be removed.
You continue to propose that EVRAZ will suffer by association, russia has many friends that would be willing to buy Rvraz's products, yes possibly at a reduced price, but they would still sell, there is after all a world shortage of their type of product. The government cares very much about how it is perceived true, how did that effect their initial decision to allow Huawei permission to build out the U.K's 5G network ? Not one bit at first, as they were beholden to China for it's support in the Nuclear industry and to replace Brexit losses. Obviously this policy eventually changed, but it took immense pressure from the USA and other countries to do that. I'm not so sure that a crude steel producer is seen as that much of a security risk.
All this is conjecture as was your post. Time will tell, as of now, EVR prices are quoted in trading accounts, this is a move forward I think.
