The reality is that they don’t want to pay us anything …….. all Kurdistan hydrocarbon revenues are the birthright property of the rullers and their henchmen.

In my experience: when a firm has significant debt and there is no underlying tax advantage in maintaining it (particularly when interest vectors are - or are predicted to be tending positive) the preferred strategy is to prioritize buying off as much of that debt as is possible.
Not rocket science - and hasn’t the recent buyback strategy been a riproaring success ?
