It's such a huge and long-term investment by the U.S. govt, I'd be very surprised if it's not split between the two contenders. With the longer term focus on China, my best guess would be 60/40 in favour of Bell/RR - but let's not forget there's a huge political component too..
I mentioned when the last results were published, there's something very fishy about those provisions for f/x hedges - they just don't make sense. I worked for a very large commodity company back in the days before the Euro, and all our income in foreign currency was sold for whenever it was likely to be received. If we are reading RR's accounts correctly (and I'm certainly no accountant) they effectively abandoned all their engineering income for a currency gamble. I just don't think it's a credible policy.
Interactive Investor were pretty dismal when I was migrated over from The Share Centre, but in fairness they have improved since then. They recently reduced their trading charge to £5.99, which for the first trade per month is deducted from your £9.99 monthly fee. Overall, if you trade more than 2-3 times per month it's quite a good deal - and no limits, restrictions and fairly tight spreads... Frequently get good scores on comparison sites.
Is it possible that both BvB's comments and the less than positive results forecast are tactics to keep the spotlight off the company in view of the previous furore when Q2 results were announced? It was front page news FFS. Imaginative accountants can massage the figures to bring any 'excess results' into play should the next few months get rocky. It's also completely possible that we have an inept BOD, accounting team and an overpaid, under-performing workforce..

Nanonano - It wasn't my intention to imply that our case was in any way frivolous, merely that Samsung are bombarded so relentlessly that it's logical to assume that their business model makes a 'risk/reward' calculation on many of the commercial decisions they take with respect to patents.
KS, I too was contemplating the 'David and Goliath' nature of this case recently and did a bit of random 'Googling'. The steady onslaught of litigants is staggering to an outsider. This led me to the conclusion that not only must their in-house legal team be enormous (and exquisitely experienced), but infringing patents and then fighting any resulting litigation must be a costed part of their business plan. However, I do feel encouraged that the merit of our case has brought us this far...
