happening? Is he waiting for feedback from others who are checking out the permit applications? If memory serves it was in late October when he got involved. Some sort of investigation found that the head of ARSO should not have authorised other ARSO staff to meet the British Chamber of Commerce people. Clearly the meeting was requested and could have been declined and it was not, so the BCC is not at fault. Then Jure Leben asked for the head of ARSO's resignation?
To here it is fairly clear. So what has been happening since? I remember reading something about the permit applications being checked but that was about a month ago. Anyone throw ant light?

ministers (I presume) take an oath of office. Jure Leben thus far has ordered the paperwork to be checked (nearly 4 weeks have elapsed) by a commiteee that was set up. I mean how long can this take? If it goes on much longer obviously people will suspect that the whole intervention saga was really a dishonest way to delay the IPPC permit even longer than the FOUR AND A HALF YEARS TO DATE! I hope Mr Leben takes his oath of office seriously and shows himself to be an honest law abiding Minister. I really do. The TV program showed Colin saying the permit should have taken months, not four and a half years and counting. At least the Slovenian people who watched the tv program can see what has been happening.

Good Colin said processingThat TV program may have not been great for Ascent but it also was NOT good for the Slovenian Government and was definately extremely bad for future investtment in Slovenia. I mean abouit 4 years longer than expected to a permit................ which they still have not got!!! hardly a good advert for investing in Slovenia. Quite the opposite!!!!!! Crazy.

1. The meeting between the British Chamber of commerce representatives and people from ARSO was requested and agreed to by the head of ARSO. I believe thet is why he was asked to resign by Mr leben. He should have declined the invite. ASCENT AND PARTNERS NOT GUILTY.
2. Emails and tweets insulting Mr Leben after his actions lost share holders in Ascent millions of pounds. Who were the emails/tweets from? Were they from share holders? How could Mr Leben possibly check this? Even if some were they are not official emails from Ascent or it's partners as Mr Leben knows! ASCENT AND PARTNERS NOT GUILTY.
As I have posted before this situation is ridiculous and indeed unprofessional. Maybe the prime minister will sort it out?

It's been nearly 4 weeks since the intervention and the commitee to check the permit applications.
Fairly soon we will find out if he is not bias.
We will know he is not bias if we get the IPPC permit.
If we don't and there is some problem then of course the suspicions re-appear.
I hope Mr Leben does the right thing and effectively confirms he is fair and not bias.

Maybe they should simly follow their own legal rulings. With the IPPC license they seem to have ignored their own legal rulings in the past. If you don't follow your own legal system then you are in big trouble......... eventually. This is why Ascent said about going to the European Court. No confidense in the Slovenian legal system. Maybe as Jure leben has only been in office a month or so he will see the previous rulings about the license and decide to abide by them. He took an oath when taking office I presume???

Trouble is not everybody wants an environmental saviour that (if you are correct) does not even want gas used!! Just one problem. Without gas the llights would go out. Article i read a few weeks back said we can't do without gas for at least 20 years as other "greener" energies will take at least that long to replace it. I remember 30 years ago they said we would run out of oil in 30 years. Just a tad wrong with that one. Gas is cleaner than nuclear, oil and coal so it's going to be in use for a very, very long time.

No I can't. He says there is, was it, a commitee looking at the paperwork??
If he says that then all I can do is believe him.
But how long does it take to check a permit application?
Anyway it's been with ARSO so long they can't pick holes in it now as ARSO should have raised any queries months and months ago.
Another thing. If he's got a problem with Ascent building a gas processing plant (which for one thing takes poisonous carbon monoxide out of the raw gas so the gas is cleaner for human use) for some sort of twisted "green" reason then he would be an extreme extremist, or what I would call a complete nutter. I don't believe he is.

I'm thinking Jure Leben has got to communicate with Ascent, or it's partner Co's. If not it's completely out of order and will equal bad press for him. It seems to me if he wants to score political points for sorting out the problems at ARSO he can hardly not communicate with a Comany that has been trying to get the IPPC permit for FOUR AND A HALF YEARS. Surely sorting ARSO out involves speeding things up!! Not slowing them down!!! Unfortunately on the face of it he had slowed them down by nearly four weeks already................... But he could explain this delay as part of sorting ARSO out. However it's been nearly 4 weeks so how much longer is reasonable???? Why would it take 4 weeks to check some paperwork to be honest? What are they checking anyway? If there were problems ARSO should have got back to Ascent and partners months ago. I mean ARSO are the Governments people for this!!! If they were incompetend then it is not Ascent or their partners fault. These delays have cost Ascent and their partners £millions. If Jure Leben issues the permit soon maybe they won't end up in the European Court explaining why the head of ARSO resigned after Jure leben found ARSO was not following the rules. Mr Leben really needs to sort this IPPC license out to avoid legal proceedings I think.

it makes sense (to me at least) that he:-
1. Sorts out Ascents IPPC permit (that has been unjustly delayed by the problems he has found at ARSO).
2. Announces new systems/measures at ARSO to ensure future permits are processed in a timely manner.
If this draggs on and on next time he's on tv he will have some difficult questions to answer surely??
I reckon he'll sort the permit out. It's only for a gas processing plant after all, enabling Slovenia to process the Slovenian gas, rather than having Croatia process the Slovenian gas!!

It's a farce but due to the problems doing business in Slovenia. It's pretty obvious the "ARSO" ministry is not up to the job. Jure Leben has been finding out why I presume.The head of it has resigned, but that I think was over him telling Colin the IPPC permit was about to be issued. Mr Leben needs to find out the root cause of ARSO not functioning as it should do. Whether that's corruption, undestaffing, bad training or what. However this should not be Ascent or it's partners problem should it? Jure needs to sort Scents permit out properly and implement changes at ARSO that ensure it functions properly. Let's face it even after the 3 NGO hearings Ascent should have git the permit several months ago. Mr Leben is not going to look good if this drags on now he's got involved. Especially as it was featured in a 30 minute Slovenian tv program with him interviewed on it. IF Slovenian tv programs are anything like British ones anyone involved with this farce now needs to get their act together or it will be all over the tv again.

The bottom line is Ascent STILL have not got the IPPC permit. That is fact not assumption.
If Jure Leben is honest and not bias then one presumes the IPPC permit will be issued once the commitee have checked the paperwork. If it goes on much longer he may be being asked some awkward questions next time he is on tv like "why has the IPPC permit still not been issued??". I think all the publicity is good for Ascent. The Slovenian people can see that a permit that should have taken a few months has taken FOUR AND A HALF YEARS AND COUNTING. Now Jure Leben has put himself up as the minister who is going to sort it out. So that is what he needs to do. If he says that for x reasons the permit will be delayed more then he's hardly sorted out this ridiculous time scale has he? Also let's not forget that TV program showed all the parties who have a stake in AST......... including the Slovenian ones. Thus the Slovenian people can see that two Slovenian Companies have been affected by this laughable time scale. Jure wants to show he is a good minister I presume. So far he has had the process investigated and found the Head of ARSO at fault for communicating the IPPC permit was about to be issued. Now the paperwork is being checked (taking a long time......... suspicious...) but what outcome would be best for Jure? As far as I am aware he can't blame Ascent or it's partners for the incredibly long time this has gone on for. Seems to me he would get more Kudos if he gets the IPPC permit issued. So it had taken over 4 years but I have got involved and sorted it out in x weeks. Then he can explain how he will be introducing new systems to ensure permits are processed in a timely manner. He must realise Ascent and their partners have been extremely patient after all.

the situation with the IPPC permit exactly? We know it was about to be issued over 3 weeks ago but at the last minute the minister Jure Leben stopped it and set up, was it, a commiteee to make sure all the paperwork was ok?? Then the Director in charge of ARSO resigned it seems due to letting Colin know it was about to be issued! So what is the situation??? The farce goes on, and on, and on, and on, and on, and on, and on etc......... Amazing. You could not make it up.

I think it is good the head of ARSO resigned.
I also think it is good the tv program at least showed Colin saying the IPPC permint should have taken months not over 4 and a half years and counting.
On the other hand the last nminute intervention by Jure Leben, who claims proper procedure was not followed and has set up a team to look into it all is, IMHO, highly suspicious as what has he done.............?? he's stopped the permit!!! So are his reasons genuine or is he bias? Then he's taken part in a tv program that showed emails from people who may well not be Ascent shareholders portraying them as as far as I can tell nasty people. As far as I can tell he's trying to get public support for what he has done................ stop the permit!!
Frankly it's simply laughable now. I now find it all highly amusing.
Yesterday evening I was in tears laughing about this ridiculous situation.

I saw the debate on the tv over there as someone posted a link here.
Colin stated the permit should have taken 3 or 4 months, then said we have been waiting 4 and a half years....... "that cannot be right". So this ridiculous situation has been reported on RNS's which are read by all the investment Companies, by the Slovenian papers and now it's been on TV over there in an article that lasted about half an hour. This has laid bare the trust of trying to run a business in Slovenia.

However apparently this was because Jure Leben dicovered irregularities. Seems this was the head of ARSO verbally assuring Colin that the permit was about to be issued. Apparently that was against the rules. Bottom line = no permit STILL.
We are over three weeks since this intervention by Jure Leben. He seems to be using emails from frustrated Ascent shareholders to show, I presume how nasty some of them are?? But hang on a minute he could not know if they were from Ascent share holders. In fact they could be from anyone, of any AGE. Even children. Every minister in the World gets nasty emails, but they don't put them on TV shows as far as I am aware. This makes me think he is trying to gather support for blocking the gas field development. The only way IMHO he will let the permits through is if he feels public support is for the gas field development and not against it. I think he is personally against it, and is doing what he can to get support for this from the Slovenian public.

These emails were not from Ascent or it's partners BUT THAT DOES NOT MATTER.......... LOL! LOL! LOL! We take seriously emails from anywhere and from anyone, no matter what age they are!!!! LOL!!!! INSANE!!!!
Unless there is some evidence somewhere I am not aware of this whole thing has decended into complete and utter drivel. Some sort of political stunt maybe to get more votes? I don't think in my entire life I have come accross something like this Slovenian Government soap opera about a blinking permit for heavens sake. Ascent don't even need it for 18 months anyway................. LOL! LOL! LOL!

from children? It is easily possible children (and there are some who post here I'm sure) saw his email address posted here and thought it would be a laugh to email him. I mean what serious investor would threaten a Minister for heavens sake? I don't believe a serious investor would do that, unless they were mentally ill. This possibility makes this whole IPPC permit situation quite litrally unbelievable. You could not make it up. Really!! What is Jure Leben thinking with all this? He should make sure he knows who sent the emails AND how old they are before going on tv about it.

World is a Government minister doing taking any notice of emails/tweets that are clear They rallyly not from official sources? Why did the so called ministry "ARSO" respond to unofficial emails?? They really need to adopt some official policies in Slovenia in line with what other Countiies do.
I say again. How can Jure Leben react as if the abusive emails were from Ascent sgare holders when (as far as I know) he has no proof? In fact as far as I know he would not even know if they were from children or not!!!
