Has this been checked out by an expert in Slovenian law?
Having said that Ascent and it's partners have already said they have no confidence in Slovenian law if I remember correctly. That is why they talk about legal action in the EU courts.
If I were a Slovenian and the law was not being followed by it's own politicians I would be quite worried as this raises all sorts of far more serious questions.

Unfortunately the latest delay caused by Jure Leben initiating an "internal review" of the processing system was just about plausible. The question now is how in the World can it possibly be delayed any further now it has been confirmed as over? We all now know how risky it is to run a Comany in Slovenia. Looking back at the when the original IPPC permit was revoked it was seemingly revoked illegally by Slovenias own Government. Also Ascent have won 2, or is it 3 planning permission objections. The last one well over a year ago. Yet Ascent and it's Slovenian partners still do not have the permit to build the gas processing plant on a gas field!!! At least one of the papers over there has now had the headline investing in Slovenia now seen as extremely risky. With their own laws seeming not even being followed I think high risk is an understatement.

at least the IPPC permit. The delays/excuses etc.. to date have been truly amazing but surely this is the end of the line? I suppose you could say they managed to delay for best part of 5 years, what to stop them carrying on? The more I think about it the more that TV program has put ARSO and Mr Leben on the spot. Also it's been in the papers there a lot. So if this drags on more weeks there will be more publicity. Anyone can politely email the various news papaers over there who have had articles just to say Mr Leben ordered an internal review of the permitting process (which in Ascent's IPPC permit case has taken over 4.5 years) that deleyaed the IPPC permit for about another 5 weeks. So now the review is over why has the permit not been issued? I'm sure the Slovenians who watched the program will want to know if the permitting process the Government has in place will finally issue the permit, which after all is only to build a gas processing plant to remove water and carbon monoxide from the raw gas so it can be used in Slovenia rather than Croatia!

Permit decision? The x head of ARSO said it was ok, now they have spent 6 weeks checking the process and making recommendations about their system. If they don't issue it within 10 days or so it will be IMHO scandellous. No more excuses and still no permit = a total scandal. We will see. AST is going no-where.

the permit fairly soon Jure Leben might get asked some awkward questions, like why? maybe he does not care, or has some explanation. Although blaming rude emails can't be one of them as we have discussed. The papers/tv over there presumably are not daft. They can see the rude emails could have come from NGO memebers, or people with short positions, or peole who have sold out already (after Mr Leben's announcement trashed the sp). He's l;eaving himself open to difficult questions.

That's the easy bit! Remember Jure Leben appears to say the emails shown on that tv program were from Ascent share holders. How in the World is anyone going to be able to confirm that without the actual share holder producing the evidence? NOMINEE accounts. Just about all of Ascent shares are in Nomineee accounts. there is something called the data protection act as well. Even if (amazingly) you have discovered who the person is what do you do? Ask say Barclays nominees if that person has the shares with them? I think you would need a court order for that. There is no way on Earth that tv program knew for sure any of the emails they showed were really from ascent share holders.

Ascent does not get any permits before the new year. No doubt they close over xmass for a week or so. I think Mr Leben is bias against developing the gas field full stop. I don't think he could care less about anyone investing in the gas field. In fact I think he wants to stop any investment in the gas field. He was not on tv last week in Slovenia showing what he claimed were rude emails from Ascent share holders for nothing. That program should not have shown those emails as they simply could not know whether the emails were really from Ascent share holders or not. Very unprofessional of that tv program. Can someone email them to complain?? Where's the proof these emails came from Ascent share holders??? They would not allow that over here at all. No proof = not in the program.

Scott. Who knows? I have lost count of how many times this IPPC permit was about to arrive. I would say it's ridiculous but i think for this we actually need a new word in the dictinary. Hmm. "Sloveniad", "Sloveniarised". "Slovenulous". I think I got it. It's ridiculous becomes.......... It's Slovenulous!. It's totally and utterly Slovenulous!!!

Maybe the head of ARSO was delaying the permits and he got found out? Maybe they are understaffed or something?
I can't believe they answered emails from people claiming to be Ascent share holders.
I mean what Ministry in the World would answer emails from individuals claiming to be a shaeholder in a particular Company?
Anyone, I mean anyone would have a std email to say "Thank you for your email. We are unable to reply to emails from individual people. Please contact the Company you claim to have shares in or phone xxx xxx xxx for further advice.". Then you put someone on the advice line and keep anyone who calls waiting for half an hour while music plays. That is the norm isn't it?? LOL!
And another thing. Mr Leben on telly saying he's received rude tweets/emails. I know it's unpleasant but surely you have to expect a few rude emails when you are in public office. Especially when you have announced something on social media that will loose thoudsands of people loads of money! Use the "del" button like I presume the millions of other people in public office I assume do. Have to say the threatening email, or is it emails he claims to have received are a different matter. Right to get the police involved. BUT he was on telly showing the rude ones. So trying to portray share holders in Ascent as rude. No proof who they were from Jure. Not good.

Stopping issuing the permit because of emails you SUSPECT were Ascent share holders is not good enough.
What with data protection laws and nominee accounts how on Earth do you prove who is a share holder! I doubt it is even possible unless a clue was on the email/s themselves. Even if one or two of the offenders were/are share holders how can you hold the whole of Ascent's share holders responsible for heavens sake!
I really hope that this review ensures they DELETE any emails/tweets from any unofficial sources just like other ministries will do. No wonder they take years to do things if they are responding to emails from anyone from anywhere day in day out!
If Jure Leben is an honest law adiding minister I think we will get the IPPC license soon. That maybe a big "IF" though.

1. I became aware of emails from Ascent shareholders about the ARSO/British Chamber of Commerce meeting (which was against the rules??) so I put ARSO under "Internal Control". Note the BCC requested the meeting and it could have been declined, obviously. So the fault here is with ARSO only.
2. After talking to the head of ARSO and finding he had not only authorised the meeting but had assured the CEO of Ascent that the IPPC permit would be issued I asked the head to resign.
3. In view of these irregularities I decided to set up a committee to examine the permit applications and report their recommendations back to me.
So here we are. It all seems quite plausible does it not? At least we have the head of ARSO gone, although was/is it chronically understaffed? Who knows?
Unfortunately Mr Leben, being fairly young and also new to being a minister may not have realised that he lost Ascent share holders millions of pounds when he did this. Then he's got upset when some rude emails have arrived. But he can't know for sure if any of those emails came from real Ascent share holders. It's almost impossible to find out unless the share holder themself sends you evidence to proove they own shares. Think data protection and nominee accounts.
Hopefully Mr Leben will, or has realised now that his actions have lost some people massive amounts of money and so realise why they are so annoyed. Also although it is likely some of the rude emails were from upset investors there is no way of prooving it and they could be from NGO members pretending to be Ascent investors, people with short positions or indeed people who sold their shares because of his actions.
There is the possibility that we will get the IPPC license I think. Maybe a better chance than some might think.

"almost a total scandal" stage I think and Jure Leben has put himself right in the middle of it all. We're close to this becoming news closer to the front page of the papers reporting on it to date. It's entirley obvious to anyone with a single brain cell that, at minimum the Slovenian system is not fit for purpose as in Ascents example a permit that should have taken months to process has still not been issued some FOUR AND A HALF YEARS LATER. We now have Ascent with permission to raise money if needed, we have the British Chamber of Commerce in Slovenia involved, we have various Slovenian papers involved and most recently some Slovenian investgative tv program involved. British investigative tv programs have to make double sure they get the facts right. I believe the Slovenian one will too and I bet it's been getting a lot of feedback after the tv program last week. They will see if they have not already the court cases Ascent and it's Slovenian partners have won, yet still have not got the permit. Hopefully they will follow up the program so their viewers can see where all this ends. After this committee report back to Jure Leben he will have to make a decision regarding the permits. Let's hope he does the obvious right thing, takes notice of the legal cases Ascent and it's partners have won and gets the permits issued. The waft of possible corruption to delay the permits is already in the air. I hope it does to explode into a very obvious stink.

If Ascent and it's partners still have heard nothing in say 2 weeks time I think it will be time to start asking the Slovenian Prime Minister quite what is going on here. Presumably he has some knowledge of all this as it's been in the papers over there and now on a TV program. All this sort of publicity in my opinion can only help Ascent and their Slovenian partners as they are in the right. The Slovenian people surely know right from wrong as we all do. Maybe they now smell corruption that is delaying the permits for Ascent and it's Slovenian partners.

The problem seems to be when you win 3 court actions in Slovenia it does not actually make any difference whatsoever. The last court action was won what.............. well over a year ago and guess what Ascent and it's Slovenian partners still don't have the permit. makes a mockery of Slovenian law. The question is whether Jure Leben is genuinely following the proper procedures or whether this whole situation has been cooked up to delay the IPPC permit further. As this, I think, committee?? has been looking at the applications for over four weeks one wonders about this!! It's brewing up into possibly a scandal that could see him loose his job IMHO. I mean, how on Earth can all the delay be explained away, especially the last 4 weeks or so. No-one can honestly believe it................. can they??!!!!
