ALREADY waited FOUR AND A HALF YEARS for the IPPC permit. It would be worse if we had just applied for it!!!

The Slovenian permitting agency "ARSO" as far as I can make out is either understaffed, has systems that simply do not work, has workers who are lazy and don't care, or is corrupt. I cannot think of any more reasons why a permit that should have taken less than a year has now taken about 5 years and counting. Which of these, or combinations of these we will never know. Another problem is due to past corruption in Slovenia laws have been made to stop Companies "chasing up" permit applications in the normal way. For example arranging a meeting with anyone from ARSO seems to be against the rules and is why the last head of ARSO was sacked (he authorised ARSO people to attend). Also, if I understand it correctly, complaining that your permit is years late may make you guilty of "putting undue pressure on ARSO employees".
All adds up to a proper, complete and utter nighmare for any Company that wants a permit. 6 months? 5 years? 6 years? Now this has been plastered all over the Slovenian papers and tv I doubt if any Companies either Slovenian or foreign will be investing a single Euro there.

He has meetings in Slovenia every week. He goes there once a week I think. Maybe we should post that he is going to eat some food at tea time? He is also going to visit the loo.

I get the impression the Government over there do an awful lot of talking compared to what they actually do.
I don't know why you bother posting stuff like that.
What we need is ARSO to issue the permit so we can get on with running a Company.
Posts about waste incinerators are so far off the main issue it's crazy.
Clutching at straws does not cover it.
It's around 2 weeks since the result if the internal review so ARSO, if competent and honest would be looking to issue the permit for building the gas processing plant you would think. After all it's got nothing to do with fracking. With no plausible excuses left if there is foul play it will soon become obvious and clear for any court case. I think it will end in court and I know Ascent are gearing up for just that. I wonder what Jure will say next time he is asked "Why has the permit for the gas processing plant still not been issued after 4.5 years?". He really needs a good excuse........

So what does that mean? It's complete waffle.
I think he does not want to talk about it in case he get's cornered with a simple question like "why has the IPPC permit not been issued?". I believe as there are no real excuses left the longer this goes on the deeper the hole ARSO and Mr Leben are now in gets. I'm sure he has political enemies. They will be watching this. If it's true ARSO and Mr Leben are breaking Slovenian law and EU law then I'm sure his enemies will make good use of this.

I honestly can't think of anything plausible.
The longer this goes on the more and more obvious things become making a legal case win more and more likely.

At the moment it's plausible Jure Leben instigated the internal review for genuine reasons. Let's remember he's only been in the job for a few months. Then it's also plausible that he wanted to score some political points on the tv show. Well, just about plausible.
Thing is plausability about to hit the end of the road as the reasons for not issuing the IPPC permit have dried up.
I hear what you say. However I can say I have hardly started posting about Mr Leben compared to what I could do with all those Slovenian on line papaers I have discovered. Then there are the tv stations etc..
Let's hope the IPPC permit is issued before or on 21st..............

I disagree.
There is still a small possibility Mr Leben initiated the internal review because he really thought the permitting process needed investigating to see if the proper procedures were followed and to find out why it has taken nearly five years to date. Easy to assume he's dishonest and having his strings pulled by that NGO who got banned from appealing.
It was only last Thursday Ascent told us the report was done etc. and the IPPC documantation was back with ARSO.
It seems to me resonable (although I hate to say it) that ARSO is given a week or two to issue the permit. Basically if Ascent don't have it by Friday 21st December then that really is the end of the road. IMHO it becomes a full blown SCANDAL and I for one will be contacting my MP and the Minister Liam Fox for starters.

Mr Leben may be an honest man. Obviously this old article casts some doubt on that.
Frankly if the IPPC permit does not arrive soon no-one in their right mind is going to think the process is not being delayed even further by dark forces involved in the process. It's becoming more and more suspicious as each day goes by.

If Slovenian and EU law is ignored in Slovenia just because it appears to some the public are on their side then they are in a nasty place. Ignoring your own laws when it suits usually ends in disaster. I don't believe the majority of the Government would be happy for their officials to ignore their own rules and laws when it suits them.

What do they say? Would it be "Some friends of mine don't want the gas processing plant built so I've decided to ignore Slovenian and EU laws and do al I can to stop it". Good one!!

I have read some of the articles and seen the tv program. OK most are bias against Ascent and it's Slovenian partners, BUT the Slovenian people are not daft. They can see that a permit that should have taken less than one year has dragged on for FOUR AND A HALF years (so far) and the next articles /tv program will be on-going. So how on earth can ARSO not issue the permit when Ascent have followed all the regulations/laws properly? Are their population going to be happy with their own Government not following their own rules and possibly actually breaking their own and EU law? Would we be happy if our Government ignored our own laws??
