The Slovenian permitting agency "ARSO" as far as I can make out is either understaffed, has systems that simply do not work, has workers who are lazy and don't care, or is corrupt. I cannot think of any more reasons why a permit that should have taken less than a year has now taken about 5 years and counting. Which of these, or combinations of these we will never know. Another problem is due to past corruption in Slovenia laws have been made to stop Companies "chasing up" permit applications in the normal way. For example arranging a meeting with anyone from ARSO seems to be against the rules and is why the last head of ARSO was sacked (he authorised ARSO people to attend). Also, if I understand it correctly, complaining that your permit is years late may make you guilty of "putting undue pressure on ARSO employees".
All adds up to a proper, complete and utter nighmare for any Company that wants a permit. 6 months? 5 years? 6 years? Now this has been plastered all over the Slovenian papers and tv I doubt if any Companies either Slovenian or foreign will be investing a single Euro there.
