The word "demanded" is probably a translation error.
No-one in their right mind is going to invest in Slovenia if this minister intervention has delayed the permit again. If true it smacks of corruption at nearly the highest level.

That article can be read like the IPPC permit has, or may be issued any day and they want to look at their procedures to improove them
On the other hand you could read it as there is yet another delay.
If it's bad news and this Minister has, after all this time, delayed it again I think the share should be suspended while Ascent meet with the Ministry to try to get it resolved.

I now think the article is mainly about the Ministry putting "internal control" into the Agency ARSO because of the mad amount of time it takes them to process permits etc. It reads to me as though they want to inmprove things. This is what a lot of their politicians were talking about prior to the election.
It says little about the IPPC permit, apart from the procedures are being looked at. They may simply want to improove their systems and the IPPC permit one is a good example. So the permit may have been issued, may about to be issued. It does not say they are preventing it being issued, or have any intention of doing so.
The article seems to say the same sort of thing about the well permits. However it does say "In this preliminary procedure, Arso concludes that an environmental impact assessment and an environmental consent should be carried out for such an operation at all.". The translation seems a bit iffy. Is there a "not" after the word "should"?
This is also very odd as ARSO confirmed in writing some time ago the assessment would NOT be needed. Ascent have that in writing I believe.
So. We await the RNS tomorrow to throw some light on this confusion!!!!

Government is enough to drive anyone completely insane. I mean for example the IPPC permit. ONE person caused that to be delayed at least THREE YEARS In fact it's difficult to say how long as we still don't have it.......... so we could call it FIVE YEARS. Any Company considering investing a single Euro in Slovenia should be warned by the EU !!!

I hope people tweet the facts to Jure Leben because this whole situation is INSANE.
1. Ascent have been trying to get the IPPC permit for 5 years. There were 3 appeals AGAINST IT. AScent won all the appeals. However Ascent still don't have the permit! Do the Slovenian agencies follow their own law or do whatever they like? What is the point in winning an appeal if nothing happens! What signal does this send investors??
2. Ascent have been waiting for the other 2 licenses for over one and a half years. Hydraulic stimulation of wells has been done in Slovenis since the 1950's. What is the problem?
If Ascent don't get at least the IPPC permit within days Slovenian workers will be losing their jobs.
Ascent is not just a British Company. It has share holders all over the World, no doubt including Slovenians.
Also Petrol and Geoenergo partner Ascent and they are of course Slovenian!!

possible this minister is getting involved because the permits have taken so ridiculously long and he wants to find out what has been going on at ARSO. Maybe he will review the information himself then have the permits issued. You never know!!

employee I would be rather worried frankly. If this ministers actions are going to further delay any permits Ascent will simply have to make them redundant to save more money. Jure Leben will not be a popular minister with them I think. I believe Ascent have been holding off further redundancies in Slovenia because they thought the permits were imminent. If true this also totally destroys what little faith anyone had left in investing in Slovenia.

interpretation. I have read it about six times now.
My conclusion is Jure Leben, the head of the Ministry of Environment has introduced "internal controls" over the ARSO agency. I take this to mean they are unhappy with ARSO. I believe the new Govenment in Slovenia was promising to speed things up.......

The way I read it the article says little about the IPPC permit which is separate from the well permits. It does not say if the permit is approved or not. I don't see how they can not approve it. Hopefully the minister will issue this permit we have been waiting 5 years for.
In the second part of the article it claims ARSO wants an environmental impact report. However theyb have had the application for what............... a year? How can they now ask this. Maybe the minister is aware of problems at ARSO and is going to sort them out??
Seems to me the minister could easlily give the ok for the IPPC permit. Then after review in the next few weeks the Hydraulic stimulation permits too. He must be aware this procedure have been done routinely in Slovenia since the 1950's and fracking was invented by the Americans what......... 15 years ago? Thus it is not fracking!!
Of course we are assuming the article is true in the first place. Look out for RNS!!
